A Little Incident, But-
An aged negro and his wife, resi
dents of Atlanta, had saved up $?>(>

When they Returned to their home,
they found that their water pipes
had burst and that they owed the
city a bill of $62 for wasted water
The old darkey admitted that it was
his own fault, but when he explained
his circumstances to the waterworks
commission, they voted to compro
mise with the -negro for $6.
A little thing, of course, but we
Wondered when we read the item in
a daily paper last week, whether or
not this old negro couple would have
been accorded such liberal treatment
in a Northern city, where much is
said about but little sympathy is
shown for the ‘‘brother in black.”

All They Can Stand.
If there are many people in this
State (and of course there aret who
believe that farm lands can stand
any increase in taxes let them pause
and reflect on the fact that H7 per
cent, of the farms in South Carolina
are covered by mortgages. This is
an astounding statement, but the in
formation was brought out at a
joint meeting of the House ways and
means committee and the Senate
finance committee. We note in cor-
respomlenee from Columbia that
"several speakers opposed the re
valuation and rectnsHif lent ion of pro
perty and stated that the farms
eould not possibly boar higher tuxes
for the reason that N7 per cent, of
them are under mortgage.- The
statement seemed to give, the joint
committee a severe shock." And well
it may. A combination of circum
stances has placed the farmers of
the country in a most unenviable
position. One only lias to attend the
