That an inseS-tor of plumb i shall be appointed, and the duties such inspect->r shall be to see that rules an i egulations in regard sanitary phimbing in said City, as reinafter set fcrth, are faithfully d diligently observed, executed and tried out. Sec. 2. That it shall he understood at plumbing means any water pipe nnections to convey any water of City Water Plant into, or on y private or public property; in 0llation of any cast iron or lead .e that constitutes the drainage and ntage system to which any plumb g or other fixtures or taps are con. - cted for the purpose of supplying iter or removing waste and refuse om buildings or other places to the wer or disposal plants; also house 'ains, house sewer, sewer connect na to the main or lateral sewers ' the sanitary sewer system of the ity; also the laying of any pipe to nvey gas, steam or for any purpose I or across any street, lane or alley, ublic park or square. I )tislion itid for making the inspection I a fee Of Tw'o ($2.00) dollars shall be i paid by the plumber. S.ec. 6. Before such permit shall ] bo issued for doing plumbing work in any building, or before any additions r are made to any plumbing work in ) any building, or before any additions are made to any plumbing already existing, a plan and description of the work to be done, signed by a licensed plumber, on a blank to be furnished by the Plumbing Inspector for that purpose, shall be filed with such plumbing inspector, and no such work shall be commenced until such plan shall have been approved by the Plumbing Inspec-tor, Every plan shall contain a clear and full description of the plumbing, showing the position and kind of traps, closets and other fixtures, and the work done under these plans shall be subject to, in spection of the Plumbing Inspector, and no alteration shall be made in any plan or in .the work without a special permit from him. The terms and conditions stated in All permits shall be strictly com plied with and the work shall be (lone by the plumber in whose name the permit is given or by a licensed plum ber who is employed, by the person in whose name said )ermit is granted. All new and re-constructed work shall be subjected to hydraulic test. Sec. 6. The Plumbing Inspector shall have the power to discontinue or condemn the use of any drain or or plumbing that may be connected to the sewer system 'if he has reason to believe that it is not sanitary or may in any way.,cause any stoppage or injury to the. sewarage system or the health of the public. All plumbing shall be itiade to com ply in all respects to the rules and regulations governing plumbing be fore any permit shall be isssued to connect same to sewer. The Plumbing Inspector shall, as often as may be necessary, inspect all houses in course of erection or repair and shall see that all plumbing work therein is done in. accordance with the provisions of this ordinance. When drain, soil-waste-and vent pipes are Placed in buildings thpey,shall be luft uncovered and conviepidfit for in spection, and the., plumber shall im mediately rel)ort same to' theioffice of thn plumbing insl)ector for inspection. The Plumbing Inspector shall con.. denlli and order removed all defective material and all work that has not been done in a workmanlike manner. The Plumhing Inspector may specify the kind, size andl grade of terra-cot ta pipe that shall be used and shall specify where cast iron pipe is to be used instead of terra-cotta in yards. All .joints in terra-cotta pipe shall be madle wvith cement of first quality mixed half and half ,with~cleain sand. No tempered up miortor will, be allow. ed1. All rork must be done in a workmanlike nanner and to the satisfacion of the lumbing Inspector. All fixtures other than water closets nuat be provided with suitable meta ic strainers so fastened over the out et of said fixture as to .prevent clog ring of waste. Waste pipes fropi refrigerators or >ther receppables in which provisions ire stored shall not be connected with iouse sewers, unless such pipes are ,rovided with suitable traps properly ientilated and in every case there 3hall be an open air trap between rays and refrigerators. Water closets, urinals or slop sinks must never be placed in unventilated rooms. In every case the'room must be open to outer air. Syphon action and syphon jet closet not over two feet from stack may have two inch vent dispensed with, provid(ed in botl the above cases that no wasto from other 'closets enters stack above same. Sinks, basins and bath tubs will be allowed on four inch stacks where constructed as above set out. Waste pipes in inacesssable places must be three inches if not over ten feet long. All flashing through the roof must be of sheet lead not lighter than four pounds per square foot. Four smakll fixtures will bc allowed on four inch verticle stack in addition to water closet without reventing, provided same enter above closet opening with P or drum traps and not over two and one half feel from stack, in this casse a re-vent wil not be necessary. The Plumbing In spector shall be the judge of the quality, material and workmanship. All clean-outs must be the same size as that cif the pipe they serv< and must be accessable. No holes will be allowed cut in any cast iron wrought iron or sewerage connections for any purpose which cannot be closed with plugs. Broken Qipe shal be.removed and cleanouts placed that they may be accessable for future use. When a part of the cast iron oi swerage system is broken into to ob. tain onening for other fixtures, or foi any other purpose, and both ends arc permanently fastened a sission, oi equally insertable joint shall be used In making alternations or installing additional fixtures if it is found im practicable to comply with plumbing ordinance, a special permit in writing shall be issued by thc. Two fixture! will be allowe on a cross in a vertical stack or a I in a horizontal when waste in ven tilated full size-I. All closet connections shall be mad( with lead bend and brass ferrule wip od together, unless the cast iron pipi is swung to building and free fron ground. No ramon ferrules shall b' used. There shall be a shut off on mail water line at the end of the firs ioint of pipe from the meter. In ad dlition thereto there shall be a stol and wvaste, connected by union, ou ueah and every riser or yard hydrant One 1 1-2 inch galvanized vent shal be permitted on sinks, lavatories, bath tubs and urinals not over twenty fee high, provided the fixtures are no over twenity feet from stack. Where a plumber has secured contract or has been entrusted wvitl work, and after soeuring such contrac rr work, fails to complete such con triact or work within a reasonabbi time, it shall be the duty of thi Plumbing Inspector to notify saic pl!umb<.r of his default and that sait contract or work must be carriet on to completion. and if said plumbei er contractor, after receiving such no Lice, fails or refuses to carry out sair contract or wvork to completion wvithir a reasonable time thereafter, or faibr or refuses to attempt to complete sait work, then he shall be deemed guiltyv of a violation cf this ordinance, and on conviction in the City Court, shal: be punishe'1 by imprisonment not ex. ceeding thirty days or a fine not ex. 3ceeding $100.00. Any person who shall violate or shall refuse or neglect to comply with mny of the reqiuirements of this or linance, or any amendments thereof ;hall upon conviction, in the City Tourt, be punished by a fipne of not nore than One Hundred Dollars or >y imprisonment for not more than hirty (lays for every such offense. n addition thereto he shall be comn elledi to cause the work to conform o the provisions of this chapter or ts amendments, and each day's un hea255ry delay in complying there vith shall be held to be a separate mad distinct offense and shall be pun shed accordingly.
