CORIPORAL PUNISHMENT ON THE CHAIN GANGS. According to the State Board of Public Welfare, one county in our state forbids corporal punishment of the prisoners on its chain gang. In three other counties there were gangs 0)n which corporal punishment had not been admtiniist nred within a year prior to the time of last inspection. These three were Abbeville (both gangs), Dillon and Greenwood (gang number two). In all other counties corporal punishment was administer ed in degrees varying from brutality to a seemingly just punishment. These conditions exist in spite of Section 19 of Article 1 of the gon stitution of the state which says, "Corporal punishment shall not be inflicted." The Attorney General has given an opinion that this for bids whipping on the gangs of the state as well as in other penal insti tutions. It is claimed that there is no other way to successfully manage convicts, but this claim Is not borne out by the facts. The system is wrong that places it in the p~ower of a foremani to inflict a punishment long ago forbidden by our lawvs and the rules of our courts. Kangaroo Court. "Kangaroo Court'' is a term appli ed .to a formn of haz.ing indulged in by the members of convict gangs. The only other way of buying exemptiont from the whipping is with the juicy prto duct of the tobacco leaf. It is need less to say that this form of puniish mnent is somtimtaes sever'e. There is no jutiti atb excuse for its existonce and it should be abolished fromi every chain gang in South Carolina. But few instances tire ont record of whipping in the jails of the state. More than 90,000 men and women saw Jack Dempsey, of Amnerica, knock out Georges Carpentier, of France, in the fourth round of the fight for the heavy weight champion ship of the world in New Jersey last Saturday. The gate receipts for the fight were said to be one million six hundred thousand dollars. Of this amount Rickard, the promoter, re ceived over $500,000. Dempsey re ceived $:00,000 and Carpentier re ceived $200,000. Uncle Sam receiv ed about a half million in taxes. Carpentier was called the French Idol and "Man of Mystery." It was claimed by some that he would hypnotyze Dempsey with his eyes. Dempsey, however, put no faith in the mystery stuff, but depended upon his realistic pile-driving jabs to do his hypnotizing and paralyzing. They worked. BOLDING REUNION. He made a short talk, also Mr. A. B. Riggins and the Rev. R. A. Hudson. After dinner R. T. Hallum made talk. The rest of the afternoon Vas spent in singing. Tha boys, ifter a game of ball, amused them elves in a swimming pool nearby. Many visitors were present. Whereas, a petition has been filed with the trustees of the Pickens School district No. 31, in said county and state, signed by more than one third of the resident freeholders of the age of twenty-one years of said school district as appears by the cer tificates of, the County Auditor of said county attached to said petition, praying that .the trustees of said school district order an election to determine whether or not bonds in the sum of Ten Thousand dollars shall be issued by the said school dis trict for the purpose of school im provement; And it further appearing by the certificate of the county auditor of said county that the proposed bond issue of Ten Thousand Dollars does not exceed four per cent of the as sessed valuation of property for tax ation in said district including out standing bonds. It is, therefore, ordered by the board of trustees of Pickens School Di strict No. 31 that an election be held in the said school district at the County Court House, on the 22nd day of July, 1921, on the ques tion whether such bonds shall be is sued or not, said bonds to be issued in denominations of One Hundrd Dollars each to run for a period of twenty years from the date of is sue and bearing six per cent interest payable annually. At such election only qualified voters residing in this school district shall be allowed to vote. * The polls shall open at 8:00 o'clock a. m.
