Will write you all a few lines to let
you know that I am getting along fine.
Hope that-this will find you the same,
Well, we have changed our country. It
sure is a'fine place over here. All of
the house are built out of roek and
cement. I haven't seen any wooden
houses on this side. We can't under
stand a thing the French people say.
I haid the measels wvhile.I was on the
transport coming over but I am feeling
fine now. Tell all my people I would be

tificate showing the number of pounds
of corn or corn flour ground, take this
certificate to the retail dealer 'In flour,
surrender it to him, and buy from the
dealer four pounds of wheat flour for
each pound of corn flour or corn meal
he has had ground, as shown on his
certificate, without purchasing addi
tional substitutes with his flour.
The only wheat flour substitutes
which retailers may require their cus
tomers to accept in buying wheat flour
under the rules of the Food Admin
Istration at present in effect, are corn
flour, corn ineal or barley flour. If
the farmer has his own corn gr ound,
and agrees to use such substitutes,
and has his miller's certificate to show
for it, he is not required to buy addi
tional wheat flour substitutes, but the
dealer is authorize(. to sell him, in the
proper proportions. in the strength of
millers' certificate.-.
The millers' . filcate rule does
not, however, pern,' merchants to sell
flour on such cerl:ecates which show
that the farmer has had his corn
ground into hominy or grits.

Mill Feeds to Charge More Than a
Fixed Margin of Profit.
Columbia.-Retail derlers of wheat
mrill feeds, rice polish, rice 'bran, dried
beet pulp and cotton seed products in
South Carolina have been notified by
the Food Administration that no more
than a reasonable advance over the
delivered price of any particenlar feeds
eold shall be charged, under Rule 1 of
Special' License Regulations, No. 26,
which became effective October 1.
Under these rules, the Food Admin
istration announces margins in excess
of the following schedule in case of
mill feeds, rice feeds and dried beet
pulp, will 'be considered eycessive. The
schedules given are maximum, and do
nt justify charges in excess of this
customarily charged 'in alfy particular
district or case where the lower
charges will insure a reasonable
profit.
"1. Where one or more farmers pur
chase in advance of delivery In full
carloads, take delivery at car and pay
cash when retail dealer is t'equ'ired te
meet sight draft, $1.00 per ton, plus
demurrage, if any.
"2. Where one or more farmers pur
ehase in advance of delivery in futl
carl'oads, take delivery at car and pay
cash ons delivery, $1.60 per ton plus
demurrage, it any.'
"3. Where 'farmer purchases and
takes delivery at car and pays for it
on delivery in ton lots or more, but
lees than car lots, $2.00 per ton.
"4. Where farmer purchases and
takes delivery at car and pays for it
on delivery in lots less than one ton,
$2.50 per ton.
"5. Salo ex-warehouse in lots of one
ton or more, $4.00 per ton.
"6. Sale ex-warehouse in lots of less
than one ton, $6.00 per ton.
"7. One dollar may be- added to the
foregoing margins when sale i made
on credit, or at dealer's option the
legal rate of interest may be oharged.
"8. On, dollar shall be deducted
from the margine preecribed In 6 and
6 when the retailer buys on credit anid
the jobber's margin 'I. thereby in
oreased $1.00 per tonm."
The above margins will aleo apply
to thme sale of cotton seed meal cake
and hulls by retail teed dealers, ex
cept where different margins have
been prescribed by the Food Admin
ietrator for the State.

feedlag stuffs at retail thme advance
on any individual sa-le should not In
any case exceed the purchmage price
delivered at warehouse door, plus 15
per cent. Wikere delivery Is made to
the consumer, reasonab~le cartage
charges may be added. The Food Ad.
minietration will, therefore, consider
any sale of feeding stuffs in oxcess of
tits advance as a violation. This
mnargin also applies to the sale of corn
oats, rye, or barley at retail as feed,
but not to wheat mill' feeds, cotton
seed prOducts, rice products, or dried
beet pulp, for which special margins
~s ,proscribed by the above rule,"
War Savings Stamps.
A report for the months of June, July.
August and September shows that dur
ing those four months the purchase of
War Savings Stamps in South Carolina
fell below the amount pledgad by the
people of the state during the W. S. S.
campaign last June.
While, as a whole, the state has fail
ed there are several counties which
have purchased more than they pledged,
some having doubled their pledges. The
following are the counties which have
distinguished themselves by exceeding
their pledges; Aiken, Beaufort, Charles
ton, Dillon, Greenville, Greenwood,
Hlorry, Laurens, Lexington, Oconee,
Pickens, Spartanburg, Union. The state
eammittee feels that there is no reason
why the majority of the counties in the
state should lag behind these thirteen
-ounties. An urgent plea is made that
