DISPATCHES FROM COLUMBIA Doings and Happenings That Mark the Progress of South Carolina Peo pie, Gathered Around the State Capitol. Columbia. Opinions concerning the closing of the county dispensaries under the act of the last general assembly providing for the election which carried in favor of prohibition were rendered by Thomas H. Peeples, attorney general. Opinions on several points were ask. ed for by Gov.. Manning and L. L. Bultman, state dispensary auditor. The attorney general gave the fol lowing opinion upon request of Gov. Manning. "I am in receipt of yours of the Ord instant, in whicn you ask: "First. Does the office of the county dispensary board cease to exist on December 31, 1910? "Second. If not, can they receipt dispensers for their stock and check them out after January 1, 1916? "Third. Can they pay out any funds on hand for any Anrpose after January ,1,, 1916? "Fourth. Can they pay any funds on dividends due from profits after January 1, 1916? "In reply to these questions, I will say that section 4, of the prohibition act, acts of 1915, page 89, provide that 'the authorities in every county in this state now or hereafter vested with the control of the dispensaries, where dispensaries for the sale of al coholic liquors are now operating un der existing laws, shall proceed to wind up the affairs of such dispensa ries and shall close the same on or before the 31st day of December, 1915.' "Section 7 of the same act provides that 'all acts or parts of acts incon sistent with the provisions of this act be and the same are herby repealed." "I -am of the opinion that the office of county dispensary boards ceases to exist on the 31st day of December, 1915, and such being the case, no official acts performed by them af ter that date would be legal. They are directed, as is provided in section 4 above quoted, to wind up the affairs of the dispensaries on or before the 31st day of December and, in my opinion, they have no power or au thority to perform any acts after that time. "As will be seen from a casual reading of the prohibition act, the act is very indefinite as to the man ner and method of finally winding up the affairs of these dispensaries, there being no provision made .for the dis tribution of any stogk that might remain on hand after the 31st of De cember, or any of the fixtures- or other property belonging to the va rious county dispensaries, nor is there any' provisions made in the act for a continuance of these officers until the final disposition of all of the various prop~erty and stocks belong ing to the respective county dispensa ries. Such being the case, the only thing that can be dlone, in my opinion, will he for th~e dispensaries to be closed on the 31st of December, as provided by the law, and if the af fairs of the various dispenaiis can not be finally wvound up by that date, that appropriate legislation he canctedl at the approaching session of the general assembly, making proper pro vision for the orderly winding up of the dispensaries in a business-like manner. Twenty Members Will Attend. 0ov. Manning announced that 20 members of his military, staff had promised to attend the exercises inci dent to the meeting of the Southern House of Governors at Charleston on September 13. Gov. Stuart of Virginia and 0ov. H-all of Louisiana have ac cepted invitations to attend the Conm mercial congress. STATE HOUSE HAPPENINGS. J. Elmore Martin, sheriff of Char leston county, held a conference with Gov. Manning, when it is saidI law enforcement in Charleston was dis. cussed. Th'le secretary of state has issued a commission to the Jasper Lumber' Company of .Jasper county, with a capital of $100,000. Gov. Manning and Commnissioner* Watson go to Lancaster, where they wvill delivqr addresses at a meeting called to reorganize the county fair association. Gov. Manning left Sunday after noon for Charleston where he will re main (luring the .week, attending the sessions of the Southern Commercial congress. lHe wvill be accompanied by Col. 0. K. LaRoque, his private secre tary and 20 members of his .miltary staff. Sales by the Charleston dispensa ries during November amounted to $78,374.69, as comparedl with $38, 082.61 in November, 1914, according to a report flied by the board with Gov. Manning. The increaso over 1914 was $40,292.08. Sthpresent time the ;life fi r ance cOmp'apias of other states hve invested in all forms of South Carolina, investments alfout $28,000, .00,' says F. H. McMaster, insurance ,commnissioner, in a .section of his an nual report to the legislature. He says: "On December 31, 1914, the life, fire and miscellaneous insurance com panies licensed in South Carolina had total investments in South Carolina state, county and municipal bonds, real estate mortgages and bank de posits maintained continuously for six months of $13,438,000. "On June 30, 191C, six months thereafter, those companies had a total of $14,591,000. "The life insurance companies alone on December 31, 1914, had total Investments in the securities named of $12,733,000. On June 30, 1915, this shows an increase of $902,000 in six months. This is a very satisfac tory increase when 'it is recalled that when the insurance department was established the total Investments of all of these companies amounted to only about $325,000. "The increase in investments by the life insurance companies was wholly in real estate mortgages, these being increased in the six months from $9,781,000 in December to $10,606,000 in June. There was a slight increase in bond holdings of about $85,000. There was a falling off in bank de posits of about $6,000. Progress in Good Roads. 'Reporting on the progress of road construction in South Carolina during the past year Commissioner Watson says in an article prepared for a mag azine: "On the financial side of the mat ter, ' we have received reports as to the grand totals of revenues for road purposes deprived rrin the general road tax, which vary according to the counties, from all but nine counties, and the grand total thus derived from taxation is $883,052.22. Estimating the other nine countiesr this would mean that $1,000,000 was spent In this state for roads for the year 1915. "In addition to the above, since 1910, in seven counties, read and bridge bonds were voted to the extent of $249,500, $238,000 of these bonds having been sold. In three of these counties the bonds are 20-year bonds and in the others 40-year bonds. In each of the counties, with the excep tion of one, the rate of interest paid on the bonds is 4 1-2 and 5 per cent. In one county 6 per cent. is paid on an issue of $25,000. "With three counties not yet re ported, there are 3,808 miles of sand clay road, 17,219 miles of graded and drainage earth roads, 26,055 miles of unimproved, ungraded earth or sand clay roads, 3 1-2 miles of macadam mixed with bitumen, 18 miles of plain macadam, 30 miles of gravel, 53 1-2 miles of shell and 600 miles of other hard-surfaced roads. The total mileage of roads, therefore, in the state covering all classes and kinds is 47.71." Emergency Tax to be Reduced. According to letters received in Columbus, the emer-gency tax levied by the federal government upon dlealers in tobacco, br-okers and pro pirietors of theatres, pool i-ooms and bowling alleys will be greatly reduced this season from last year's figures. The act creating the tax expires De cembe- 31. Expectations ai-e that the law will be continued wvith certain modifications. The annual tax collected as an emergency fund by the national gov ernment is: Broker-s, $80; pawn brokers, $50; theatr-e proprietors, from 25 to $100, accoirding to seat ing capacity of the house; billiard rooms or bowling alleys, $5 foi- each table or alley; with a graduated scale for dealers in tobaccos Tar Heels Can Get Their Liquor-. Pecbles. The question wvas put to the attorney general by R. P. Harris, magistrate at Fort Mill. It was stated in the letter that "there is quite a (quantity of whiskey shipped to Fort Mill for North Carolina people."
