Bill Dividing Circuit The Earle bill providing for creating a thirteenth judisial circuit by dividing the Tenth judicial circuit was passed last week The bill proposed that Anderson and Oconee should be allowed to remain in the Tenth circuit and Greenville and Pick ens to be placed in a new circuit to be known as the Thirteenth circuit. Mr. Haynswith of Greenvillh said that the criminal and civil dockets of the Tenth circuit were overcrowded and the cases could not be tried. He said that should the circuit be divided it would still leave the two new circuits as large as any in the state. In regard to filling the offices in the new Thirteenth circuit the bill provides: "'Section 2. That the solici tor of the Tenth circuit, holding ffice under prior :tatutes of this State, shall, after the first lay of May, next, and for the remainder of his term, be solici tor of the Thirteenth circuit cre ited by this act, with the same alary as that which he now re :eives, and the vacancy in the >ffice of solicitor of the Tenth :ircuit as constituted by this act shall be filled by appoint nent of the governor, such ap. pointee to hold office from May L, 1914, until his successor, Alected at the general election >f 1916. shall duly qualify; the alary of the solicitor of this ,ircuit shall be at the rate of '1.700 per annum. ,cSec. 3. That the judge and tenographer of the Tenth cir mit, as heretofore existing, ;hall be judge and stenographer f the Tenth circuit as consti uted by this act; and a judge )f the Thirteenth circuit shall >e elected by the general assem )ly at its present session.
