ernor Hooper's recommendations re

include the following proposed laws:

quor or operating lockers; search and
seizure laws; strict regulation of
liquor sales by druggists; Interchange

gestion provides for the destruction
of har fixtures and another would
make the manufacture of beer a nui
sance.

In his message to the Missouri legis
lature today Governor Major urged
gradual abolition of contract prison
labor. As an immediate step ho rec
ommended purchase of a farm of 1,-1
000 acres to be operated by convicts.

BOSTON, J*a. 7.-The problem of

to' which Governor Walsh directed
the legislature's attention in bis ad
dress today. He sttmested an emer
gency appropriation to enable execu
tion of legislation tor reclamation ot
large swamps and marshes. The gov
ernor said that would provide work
for several thousand men during the
next few months.

"savagely and inhumanly" against
French civilians and soldiers says In

French cabinet:
"We must conclude that there
