Q. In cities o? over 10,000 inhabi
tants, may a perenti living outside of
the city vote therein?
A. No. In cities of over IO.C00 no
body can vote except those living
within the city limits, and then a man
must vote in the ward wh'ire he lives.
There is no exception to this rule.
According to the census of 1910 this
r.jle upplies to only the following clt
ties:N Charleston, Columbia, Green
ville and Spartanburg.
Q. Suppose u man lives just outside
the city limits of Helton, for instance,
and the box inside tho limits is nearer
tn him than uny other, can he go into

. Vos. Ho can go into any town
in the stato to vote If the town box is
nearer to him, except in the four cit
ies of Charlerton, Columbia, Green
ville und Spnrtanbrg.
Q. Is it necessary in enrolling in
the city of Andorenn to write down
tho postonico address in addition to
the street and number?
A. Nobody can enroll in tbe city of
Anderson excopt those whoso post
onico address is "Anderson, S. C,"
and all that is necessary to writo on
tho book is tho full name, tho ago, oc
cupation, tho street and the house
number. If tho house has no number,
of course/that cannot bo given. It is
obviously uscleBE to write 'Anderson,
3. C." after every name in the city,
when nobody except residents rf this
city can enroll. When it coma* to tbe
districts outsldo of the city, however,
the person must write his full post
onico address.

THE CITY
MAY BE SECURED
Maxwell Lot Is To Be Fitted Up
First-Class Fashion For Place
If Council Will Agree
The Intelligencer has all along ag
itated the question of securing a pub
lic market for this city and with some
it has met with the encouragement
Ihnl the proposition deserves. That
Anderson should have rin-h a thing
Is willingly admitted by the public,
but some seem to think that the city
Is loo small to make the venture a
profitable one. Which is generally
the way when a progressive step it;
pin ned.
Il wns announced a day or so nt.o
that the Maxwell lot, close into the
business section of the city and easily
accessible from all sides, was to he
offered to council for a public bitch
ing lot. but since that timo Mr. Max
well has changed his mind and it is
now Kaid that ho will make Hie city
council a proposition by which he
will completely fit up the place for a
public market. The market would be
equipped with steel or iron stalls on
either Fide of the walk way, one side
to be used by grocers and markot
men, while the other side would be
given over to I he dealers in country
produce. This lot Is Just In tbe rear
of Bailes' Bee Hive.
The benefit of such a market to
the housewives of the city would be
great und it is something that they
would all appreciate. In town the
size of Anderson most of the ladles
do their own shopping and if it were
possible for them to examine all their
purchases in Hie open, us it will be if
the market goes through, they could
secure much better bargains than they
now do when they order over the tele
phone.
It Is not known definitely that coun
cil will look with favor upon the
proposition but if the market be
comes a reality the people of tho city
will certainly thank council for mak
ing it possible.
CiTY TRYING TO
SETTLE DISPUTE
Council Will Hold a Conference
With C. & W. C. Railroad In
Reference to Drainage
Following the'action of the Ander
son city council, at a meeting of that .
body held Jast Tuesday evening, it
seemed that a suit between the Char

and the elty of Anderron was inevi
table. However, things have taken a
different turn and it nrw seems'hat
an amicable settlement mr" hn reach
ed.
Members of the city council gath
ered yesterday at noon and talked tho
matter over. The situation is simply
that the now drains which tho rail
road desires placed along Market
street to protect the railroad prop
erty, will cost about $2,600 and the
railroad warx, tho city to pay one
half of the amount. Tho city council
at tho last meeting voted down the
appropriation, but at yesterday's
meeting a committee was selected to
confer with the railroad people and
roc If the matter can ho settldo. The
committee will be composed of Mayor
Holleman, Alderman Elmore and
City. Attorney Sullivan and It is be
lloved that the entire matter will be
adjusted. Mr. Sullivan is away for 3
