DISAPPOINTED CITIES WILL
MAKE DETERMINED
STRUGGLE
FOR RESERVE BANK
Federal Board is the Only Body
Which May Legally Review
.j The Subject
(Hy Associated Pross.)
Washington, April y.-That tbnfrc
waa every Indication hore tonight that
tho [announcement of thc reserve dis
tricts and cities by thu reserve bank
organization committee had given the
signal for a determined struggle upon
thc part of several cities which woro
disappointed, to overturn the commit
tee on the dooiBlon and bring about a
rcdistrlctiun of tne country, or at
least a change in the reserve cities
named.
Under the law thc decision of tho
organization committee iainot subject'
to review except by the Fed*u:?l r?
uerve board. This board probably
will not be named hy Pr?sident Wil
son foo several weeks, p;it In .the
meantime it Is believed that those dis
appointed with the committee's an

toward paving the way for the. chan

both Secretory 0f tho Treasury, M>

upon to reverse themselves. The pres

Pinn Criticised.
Tho committee's plan was criticised
in congress today, and there were re
ports of keen disappointment from
..evora! cities which wore in the rac3
ror reservo banks, and ??hlch failed
to tsecure them. Three members of
the senate banking and currency com
mittee, .two republicans, a democrat,
found fault wUh tuc plans. Senator
Weeks of Massachusetts, who opposed
the law j vigorously for many months,
but who finally voted for? it, pointed
out that one ba-nk was j located In
Georgia,; thu uo.rae state pi Mr.'Me-'
Adoo, oho in Virgina, the .home state
or Mr. wailiams. and two i In Missou
ri, tho Home state of Secretary Hous
ton, thc third member of thc commit
tee. He questioned tho propriety of
these s??ctlono. and made other; crit
icisms or the committee's actions.
Senator Burton disapproved the in
clusion t?f Pittsburg, hi tho district of
which Cleveland la the reserve con
. ter, and!declared that it would be im
possible to. make trade turn, west
ward from Pittsburgh to that city.
Senator Htlehr/vok pointed io the fi"i
that Omaha had been Included in the j
KansoB City district. Instead of th^ i
untcngo district, and Bald trade did
not flow that way.
Ho Jn&t?ftes^&s,
Defenders of the committee said to

by any consideration otiior than the

In 'refcrriuR 'to the choice of Rlc.h

that the city is thc home of Mr.
Williams, the committee was unani
