Stbscxiption $2 00 The Ex-President's Funeral. New Yorx, November 22.?The last night of watch beside the bier of Gon. Ohe.?ter Allan Arthur, Ex-President of the United States, has passed. The morning dawned brightly, and the first ravs of the rising sun stole quietly into the quiet avenue in front of his late residence. Shortly after 7 a. m. Inspector Steers, with Capt. Ryan and 125 police, I marched into Lexington avenue, followed by Capt. Garling and a picked body of thirty men from the Broadway squad. The police were posted along the avenue with directions to allow no vehicles to pass by those. No people were allowed on the east side of the avenue, from 28th to 29th streets, except those who had tickets of admission to the house. Carriages began to arrivo from every direc tion, and soon the side streets were filled with them. By 8 o'clock a vast throng, numbering many thousands of people, had gathered on the opposite side of the avenue, extending for a block or more in every direction. President Cleveland and Postmaster General Vilas arrived in a carriage, direct from the train, at 8.20 a. m., and entered the house. Shortly after Governor Hill and Judge William Muller arrived, and they were followed by the Senate committee. t A. O OA it. l-l 1. U-.i 1 lit. There was no display of pomp or ceremony, no military music or procession, but a mighty throng of people. The mourners came out of the residence in the following order: Chester Allan Arthur, Jr., sop of the Ex-President, and leaning on his arm his sister, Miss Nellie Ar thur; Mr. and Mrs. McElroy, Mrs. Caws, Mrs. Hnwneaworth and Miss Arthur, sister of the Ex-President, Postmaster Marten and his wife, of Cohoes, with their son and daughter, President Cleveland, Postmaster General Vilas, Gen. Martin T. McMahon and John H. Draper. Secretaries Bayard, Whitney and Lamar, pallbearers; Ex-Postmaster General Gresham, Ex-Secretaries Lincoln and Chandler, Ex-Assistant Postmaster General Hatton, Ex-Attorney General Brewstor, Lieut. Gen. Sheridan, J)r. Cornelius 11. Agnew, Cornelius N. Illiss, llobt. G. Dun, Gen. George H. Hharp, Charles L. Tiffany and Cornelius Vonderbilt. The mourners filled twenty-five carriages, but over on# hundred carriages, filled with friends who had been unable to gain admission to the house, followed the procession to the church. The pro.cession passed between long lines of polico through Lexington avonueto34th stn-et, to Madison avenue to 4.7th stroet, to Fifth avenue, arriving at the church, corr.er of 45th street and Fifth avenue at 8.50 a. in. The church was richly drapped in mourning both inside and out. It has a seating capacity of 750, but there were ; nearly 900 present, a large number being compelled to stand. The arrangements for seating those present were as followfc: The first three seats on each side .of the centre aisle were for members of the family aud pallbearers. Behind the pallbearers, on the left, were the Fresi dent and members of his Cabinet, ExPresident Hayes, Judges of the Supreme ?ourt, Sonatorial Committee, House of Jlepresentatives Committee, Governor and staff, Mayor and Aldermen of New York, jMayor and Aldermen of Boston, Ancient and Honorable Artillery of ^oston, Republican Central Committee. jOn the right side of the centre aisle were friends of tho family and diplomatic corps. Op the right side of the left aislo were seated tho army and navy representatives, rector, wardens and vestry, and representatives men. On left side of right aislo were representatives of tho Union League Club, Cham1 ber of Commerce, Stock Exchange, Ley a} Legion, Cotton Exchange, Prodp## Exchange and Maritime Associa, tion, fhe lagt row of pews on the north and south of the church was filled with friends and those who received invitations but <>id not come with ?he representatives of *ny association. It took but a few minutes to transfer the coflin from the hearse to the funeral car "Woodlawn.1' The family and friends then took seats in three drawing-room coaches composing the special train. Y., November 22.?The train bearing the remains of Ex-Presii (lent Arthur rcached Albany at 12.20 p. m., and the remains were at once taken to Rural Cemetary, where they were followed by the common council in a body, the Grant Club and other delegations. The services at the grave were performed by the Right Rev. Win. Croswell Doane, Bishop of Albany, In the full robes of his office, and when the dusk of evening began to settle on forest and bill, deft hands covered the newlymade mound with sheets of sod. The Usnry Law a Nonentity. If there is a dead law on the books,; the conccaled weapon act not excepted, it is tho usury law. It is easily evaded, and is so constantly done that it is scarcely considered by the money lenders as any violation of the law at ailWhen wo consider that money is abundant in our land, and that untold millions idly sleep in tho vaults of our treasury,while, loo, our banks are flooded with it, and first-class securities bearing only four per cent, interest are at premium, ten per cent, (our statute law) seems high indeed; and so it is; but this pretended statute law is a mero mockery, and 25 per cent, is more frequently charged. We are 8ure thero is scarcely a planter, farmer or laborer in our land who is forced to borrow money from the glib and oily factor, who is altoays beiny swindled (?) of course, who does not pay the above per cent., while upon tho face you may see written ten per cent. You have only to look a little deeper, break tho crust, look at tho othor concomitants shrewdly tacked on to the logal interest, and you will find j'ourself inveigled into giving one-fourth of what you make as interest alone to tho factor from whom you have been forced to borrow money. No man or set of men on earth can prosper or succeed at this rate of interest$ and wo venture the assertion that all of the freshets and droughts have not done more to impoverish tho people of South Carolina than this exorbitant, merciless rate of interest. It swallows up profit, if indeed there ih any, and encroaches further and absorbs principal and all. it is ruin and destruction, and the man who continues to follow it has bankruptcy and poverty as inevitably before him as the day is before the night. Therefore it should be abolished or cnfurced. Repeal it, or make it a law by its stern enforcement.
