While visiting tlie little town of Buena Vista, Homo time ago, I tumbled on some reminiscences of the brilliant gen ius who wrote "'all quiet along the Potomac to-night.*' Poor Thud Oliver! Bright, facinating, brilliant and dissipated. He could make the finest speech of any man at the bar. He was better half drunk than bis brethren were in their cool ?st moments. His puns, his ( epigrams and jokes, to say nothing of 1 "1 his sweet little poems, were quoted by a largo circle of enthusiastic friends. But he lived out his days before he hail time to fulfil the promise .of his youth. I can well imagine how that sensitive soul wns moved .-to formulate that grand poem, as he stood picket at some lonely post beside the dark l'otomac llivar, while The stars up above with their glittering eyes Keep guard for the arm}' is sleeping. He had no accurate notion of the val ue of his work, and the scrawl was passed from one to another of his com-, rades, and around the camp-fire they read and commented upon it. They wefe true critics. One of his comrades told tnc that he had been moved to tears by the lines: There is only the sour.;! of the lone sentry's tread As he tramps from the rock to the fountain, And he thinks of the two on the low trundle bed, Iii the cot far away on the mountain. And when the battle was over, when poor Thad had been roughly saluted by the grim messenger and lay in an unknown grave on a battle-scarred slope among the Virginia hills, then the literati read and wondered. First one and then another of the sweet singers of the earth were credited with this masterpiece of poetry. And there luy the author unheeding the wrangling and the conflicting criticisms of those who wisely sat themselves in the seat of judgment. Hark! Was it the night wind that rushed through thi> trons ? Was it the moonbeams so wondrously Hashing '? It looked like a musket. "Ha! Mary, goodbye.!"' And th? life blood was ebbing and , splashing. All <|uiet along the Potomac to-night; No sound snve the rush of the river; While soft falls the dew on the face of the dead, The picket's off duty forever. [Atlanta Constitution. Change of Yottng Precinct. The last Legislature amended the law relating to the location and.names of voting precihcts. Among other changes it abolished the voting precinct of McKittrick's Mills and made Mc Coruiick the polling placc instead. Both places being in the same township, it will not he necessary for the voters to change their certificates oT registration. By a liberal construction of the present Act, and a former one as well, it also appears that the Supervisor of the last Registration will have power to change the certificates of persons who, by reason of close propinquity of residence, inav prefer to vote at a certain * precinct. To illustrate, those living in the lower part of Indian Hill Township may vote at McCormick. and thosn liv ing in Bordeaux Township remote from McCormick can bo changed to the voting precinct at Calhoun's Mills, if they prefer. Senator Maxwell has furnished us a copy of the Act, as amended, and as n good many of our readers are interested in the matter, we append section 2, which covers the ground mentioned above. It is as follows : *m nat whenever one polling place has been changed to another place in said towmhip, or where the name of the polling place has been changed since the last general election, the registration of voters for the former polling place shall bo valid and effectual for the new poll:J t ?* * mg piacu ur prccmci; nna where one or more additional polling place or precincts have been established in the same township, or where a new precinct has been established in a township which formerly had none, it shall be the duty of the Supervisor of Registration to change the certificates of registration of voters entitled by proximity of residence to vote at such new precinct, requiring in every case a surrender and cancellation of the former registration certificate, and requiring such ovidence as he may V' deem proper *s to the right of the elector to such change." aMawHanHHMmHaanMBB ANNUAL REPORT OF THE COUNTY COMMISSIONERS OF t Abbeville Cou.nty For the Fiscal Year Commencing November 1, 1884, and Ending October 31, 1885.
