April 7.?Secretary t Bayard has not yet determined how he will treat South Carolina in the matter of foreign appointments. Among, the ^ South Carolinians who have filed formal applications for missions abroad are.Tno. P. Richardson who is willing to be sent as American consul to Melborne, Bradford Paris or Havre. Their personal friends hare presented their respective claims to the sec- ' retaiy.vnd-also the President, and thus ' manage ftwp the subject (Wsh in the * minds of the appointing power. 1 I heard a prominent official remark to- 1 day that there are certain members of 1 Congress, who have it .understood at the various departments that any petition bearing their (signature need not bo treated with any spccial ^consideration. C., April 7.?The ( Southern Press Association met at Jack- j >onvilIe, Florida, last Wednesday, as j lias been telegraphed to the Jfeirx nnd Courier, Business of importance was ( sarefully considered, and there wns no v disposition on the part of any of the members to subordinate business to pleasure,' manifold as the temptations | were. Indeed, the only fault that ?an be ! found with our Florida friends is that , they were so lavish in their hospitality J that comparatively few of the Associa- . tion were able to take part in all the ' lifFerent entertainments provided for tliem. ' On the ?lay of the meeting the mom- j bers of the Association were driven tbnut the citv and suburbs, and at uij^lit . . . I i formal reception wns given the Asso- j ciatioh at ihe cosy and tasteful clubhouse of the Jacksonville Club. The * next day there was an excursion down the St. John's Itiver to the jetties. On Friday the members of the Association went to St. Augustine, where ihey were handsomely entertained by the city Authorities and the proprietor of the San Marco Hotel.. On Saturday a trip to Southern Florida begin. The excur- ' sionists went from Jacksonville to San- I ford, and thence to Kissimee and Lake < Tohopekaliga, returning to Jacksonville yesterday morning. The member* of * the Association, there fore, had a full op portunity to see a considerable part of ( Florida, and were impressed everywhere 1 by tho evidences of growth and pros- 1 perity. ] Jacksonville, itself, i* a wonderful < place. Less than twenty years ago there 1 were only two or three brick houses in 1 the city. Now tho handsome brick buildings are almost as thick as the orange trees. The electric light gleams in every direction, and the sound of the hammer and the clink of the trowel are hr>nrd in nil oimrtiin nf ?!>? V.IJ. ?? | trade of Jacksonville has doubled in j amount in the last .two or three years, and in the same period of lime the value of property has more than doubled. Choice lots in the principal streets soil at $200 n front foot. Hut the advance in the price of .reul estate is net so astonishing in Jacksonville, perhaps, asj^ferine diaUir-f*,. maker ntjf . who may have, one of to give way to a good Democrat, will solsoc: himself, no doubt, with the reflection Oiht the land which he bought at fl.25 an acre he has cut up in to town lots which he sells at $100 each The story goes that he told an inquisitive purchaser that the lots which he sold at $100 cost him about live cents each. Jacksonvillo is a monument to Southern activity and Northern capital. It is a cosmopolitan place in many respects. There is a happy blending of Southern kindness and Northern shrewdness. The city which was looked upon i > few years ago ns merely a convenient I '^die in, for those who were af>lace . nulmonary complaints, is lictcd witu , delightful place to ?ow regarded as * ,v in besides, ive in and to make rnoiu.., .t,jg gea_ tVell may it be admired ! At ..t> ion of the year the streets, lined ww- .... heir fringe of orange trees, laden with j ;olden- fruit, and the arches of water- | f >aks. covered with their foliage of ten- 1 lor green, arc as charming a picture as < >ne would cavo to see even in this South- ^ jrn clime. ' 1 Tho busines of Jacksonville is iin- 1 proving rapidly, ait I have said. One of 1 the firms which has met with well-do served success is that of Kohn, Furch- 1 t. ?... ?:-? -f fi 1- 1 * ? l* JlfllUUItl, Ul \/llttl It'MUIl illiu U UCpL- I tionvillc. The Jacksonville house docs ) an enormous business in a scries of handsome stores, which are filled from top to bottom with dry goods,. clothing and.every conceivable article of equipmenl ior men, women and children, Mr. William Byrne, formerly of the firm of Byrne & Fogarticyof Charleston, is also rooted deep in Jacksonville, and prosporing exceedingly, as hfr deserves. Thero are many fine lkotols-.in the city tl ie lyyerult hoytse, ip, which the j members Of *he Association were quartered, it* admirably managed. Not tlio least of its good points is tho critical tafitoj of the head cook, and the good ' management .in tho dining-room, licst of all, however, is the unfailing courtesy of tho proprietor snd his aftsistants. The "hotol clerk" has no terrors to visitors at the Everett House. Mr. C. H. Jones, the editor and proprietor of the Jacksonville Times-Union, was most thoughful and considerate ip his attentions to the Visiting jpurnalists. The Time*-Union is well] known, ^veryjwhpra,,. in the South and is a great and constant benefit to the city. It is, of course, conducted on a more ex-/ tettftlvo scale than the present business of Jacksonville would justify, but Mr. J ones HM con fldence in the future of tho pity and knows that such a paper as tho I '.v N > Times- Union is a potent agent in in* pa rending the rapidity of the development -1 f the city and the State. There is anther morning paper in Jacksonville, ho l/erald, and it is edited by Mr. N 'ohn T. Graves, who rendered eminent ervice to the Democracy in tho last inmpaign and was one of the l'resideniul electors on tho Democratic ticket, fhe Jfcrald is full of snad and is ag- rp rressively Democratic. The onlv serious fault to be found nth Jacksonville is the apparent ina- ^ >ility of tho municipal authorities to <^| uppress rowdyism in the shape of street lo ightiug. There were two affrays dur- cl ng the three days that 1 was there, a ^ nan named Kelly being the assailant in ach case. It is plain that if he had >een punished adequately for the asault he committed, on Thursday, he j. vould not fiaye repeated the oJTensae on 'Viday morning. .Jacksonville owes it o its: own good name to punish often-, lers of this clnss Witl?*the utmost poverty. There is so high a degree of civil- ct /.ation and enlightenment in Jacksonrille that it cannot afford to have its eputation taruished by lighting in the itreets. . i?~ it was not niv good fortune to accoin ian_) uiu ihuihucts 01 me .association to 5t. Augustine, but I loam tl.at thoy enoyed , tljeir visit greatly and deem the tan Marco Hotel one of the finest on the Continent. It is five Stories high, and ustifies its claims to distineiion by hnrging visitors $0 a day. But they jet the worth of their money. All in ill. the visit to Florida was a most delightful one and, as I said in the beginnings too inuehprai.su cannot be given :o the citizens o.f Jacksonville for their \indness to their visitors. v. w. i?.
