ounces., This practicallyives the

for every few news papers, even
with cumbrous supplements,
weighs more than four ounces.
The reform will be very popular,
outside of the post office depart
ment; that is, which sees its la
bors increase while the receipts
diminish,
It is a matter of regret that Con
gress oannqt be induced to do
something for the Botanical Gar
dens attached to the Capital
grounds. The hot-house are in a
wietched condition and the plants
kept there are actually suffering
from want of room. It is to be
doubted whether finer specimens
of palms can be found anywhere
in the world-within hot-houses
of course. There are specimens
full seventy feet high which crowd
their, broken tops against. tje
glass roof and present a pitable
spectacle of neglect and careless
ness. The superintendent can
probably do no better than he does,
under the present circumstances.
What seems necessary is to raise
the roof.- This could probably be
done . at the cost of a couple of
thousand dollars. If the average
congressman could be induced to
take sone interest in such things,
the amount necessary for making
suitable alterations would be vot
ed readily enodigh perhaps.
Talking about plants reminds
me strongly of-the old trees in the
grounds surrounding the White
House. They are decaying one by
one. Scarcely one remains to-day
that is as old as the mansion. A
number have fallen this summer
under the axe and a few remain
with any historical associations
attached to them. There are still
som~e under. whose branches Pres
idetits stood long ago and into the
bark of which their children cut
their initials.
The President has saved many
a tree which the landscape gar
dener in his fury for improvement
wished to condemn. When decay,
however, shows itself too plainly
there is nothing to do'but cut the
tree down. New trees, of course,
are planted as fast as the old ones
fall, but it will be years before the
grounds can glory again in such
fine old trees as have beautified
them in the p~ast.
The indications are that there
will be another dead-lock between
the two houses of Congress, on the
question of a law to regulate the
electoral count. Some time ago
the Senate passed the -Edmunds
bill, which proirles that the twa
