tablish one teacher's school in each
coumnty for the purpose of specially
preparing teachers to teach. It is
as imphasible to prepara persons to
teach in onen month as it is to grow
a stalk of cotton to bloom1 mn a
week. We believe that institutes,
when properly conducoted, are
worth more than they dost.' We
