OPEN HEARING
ABOUT RIVER
Yesterday, January 10th, was the
day appointed for Col. Edgar Jadwin,
District Engineer of the U. S. Engineers
Oftice, Custom House, Charleston.
S. C.. to hold a hearing here at
the hall of the Chamber of Commerce,
thus beginning a preliminary examination
of the Waccamaw River, from
Red Bluff. S. C., to Pireway Ferry,
N. C., with a view of providing a four-1
foot channel between these two points.
Leading business men, as weli as
others, received last week an announcement
of this public heariner
stating: that the engineer would attend
at the Chamber of Coiv.merce at
the hour of 1 o'clock, at which all interested
parties were invited to be
present or represented, particularly
navigation interests and the officials
of the city and county governments,
or locJil associations or companies,
wfcose interests would be advanced by
an improvement of the navigation on
the upper Waccamaw River; .all to
state their views on the subject. Oral
tatements, as well as written matters,
were invited.
After hearing the statements, both
oral and written, from interested parties,
an examination of the river itself
will doubtless be made and in the
course of time work on the channel
may begin. Results are expected'to
follow this examination.

To the Teachers and Trustees of
Horry Connty:
I am again writing you in regard
to some very important phases of our
fichool worlc. While I believe vou are
, felly informed and, for the most part,
are carrying out the legal requirements,
yet, I hope to be of service
and help to you in your work by call

manner.
Horry County is very largely dependent
on state aid for a seven
month's term in many of our schools.
These are the requirements which
must be met to qualify for state aid:
(1) a lecral district; (2) a modern,
well furnished building-, conforming to
the state's plan; (3^ an eight-mill tax
levy for salaries; (4) an enrollment of
25, and not exceeding HO. and an aver
age attendance of not less than fifteen
to each teacher for every month during
the term; the school term
must be seven months and every
teacher employed must be legally
jpalifted.
Horrv County shared liberally in
Hie various kinds of state aid last |
year, and I truly hope that everv
ecfhool in the county will qualify this
year, to Participate in these funds.
Rural graded applications and dailv
program blank? have been mailed to
the rural graded schools. If you
haven't already done so, you will
please seod to this office two conies
of your daily schedule. Remember
that one copy of your dailv program
must be sent to the State Department
of Education for inspection and it is.
Indeed, important that the program of
edi sc>ool be properly made out.
Material for the enforcement of the
Compulsory Attendance Law has already
been sent to you. It is very
important that this law be enforced.
Teachers and trustees should bear
in mind the ruling of the County
Board of Education in regard to
transfers of pupils from one school
district to another. The record of attendance
of all pupils from without
' the district must be turned over -to
the schools to which the nunils belontr
mud their home schools credited with
-Hie attendance, except in cases where
transfers have been made and
accepted in accordance with the ruling:
above referred to.
with best wishes for continued proXressj
in oyur work, and a happy,
prosperous year during 1923, I re'
main,
Yours respectfully,
ENOCH C. ALLEN,
County Superintendent
of Education.

HERALD MAKES
BIG MISTAKE
An article in the last issue of The
Horry Herald contained an error concerning
the relationship of Mr. B. O.
Todd, who was taken here during the
holidays under a warrant sworn out
by Owens in a crop matter. The article
stated that W. Todd was the
father of the defendant in the case, or
words to that effect, while in fact, the
father of the defendant is Mr. E. R.
Todd, of Myrtle Beach.
The mistake came about in the use
of the wrong initials, and the mistake
was called to the attention of the
editor of the paper a few days ago.
