MARKED STRIDES
BY FILIPINOS
Economic Strides by Islander
in Past 20 Years Has Been
Unprecedented, Says Reyes
London.?Fidel A. Reyes, directo
of the bureau of commerce and ir
dustry of the Philippine Islands a^
serted in an address here that th
economic progress of the islanders 1
the last 20 years had been unpre
cedented. He was speaking at th
international exposition of rubbe
and other tropical plants.
Mr. Reyes also pointed out tha
the opportunities for the investmen
of foreign capital in developing th
resoruces of the Philippines. H
gave credit to the administration o
the Unite<l States government in th
Philippines, saying:
"By promoting one of the mos
modern and efficient systems o
public education, by placing upo
our own shoulders the responsibill
ties of managing our own domest!
affairs, and by assisting us in rais
ing our standard of living, th
American people have given to m
people as a lasting blessing all tha
is best in American life and insti
tutions."
As indicative of the enormou
growth of the trade'of the islands
Mr. Reyes cited figures showing th
total value of imports and export
in 1881 to have been only $1,217,07!
compared with a total in 1920 o
4 $:*oo,r>r>2,i:*8.
Mr. Reyes said great progress ha<
been made in agriculture. This, h
stated, included big increases i
areas planted to crops, correspondim
increases in yield and stupendous ad
vances in value.
Causes contributing to the agricul
tural development, he said were th
pushing of the food campaign durin
the war, the loaning to rice and con
farmers funds appropriated by tli
Philippine legislature, the introduc
till of irwulprn ;i frrimil t m?? 1
seed selection, the up^radin^ of liv
stock, the formation of rural credi
co-operative societies by leprislativ
[ enactment, laws aiming at the era
dication of the locust plague and th
creation of a system of co-operativ
insurance to cover losses in worl
animals.

production and the consequent increases
in per capita wealin of the
people, it stands to .reason tha?v.UM^|
commerce* of the country .vwilL . wit-i
ness a corresponding growth, de-1
clared Mr. Reyes. "The Phillippines
too, because of their strategical
location, can serve as a convenient
distributing point for the Asiatic
trade. The manufacture of finished
articles for China, Siberia and
other oriental countries from tropically
grown raw materials can, of
course, be carried on in the Phillippines
to great advantage. j
"The saving in freight alon*?
wouki be a decided gain to the manufacturers.
At present the people
of the Philippines pay more for refined
sugar than the people of the
United States, though raw sugar is
one of the principal exports of the
country. The field of sugar is practically
untouched. Fish, vegetable
and fruit canning are practically upknown,
though the excess production
of fruits, vegetables and fish at
certain seasons, not to speak of the
great production that would doubtless
result through the development
of thr canning industry, would be
sufficient to maintain several large
canneries. All in all, the opportunities
for the manufacturer are such
that they are bound to draw enterprising
capital to the islands."
