Change Can Be Made With
No Advanced Levy
Says Governor
South Carolina may end the year
with 116 deficit in the treasury, a feat
seldom accomplished, and it is said
now that the change of the fiscal
year making it necessary to appropriate
for 18 months instead of the
usual 12 will not cause an increased
levy by the general assembly. Gov.
ernor Cooper says that he had gone
over the situation and found that the
assembly would not have to increase
the levy.
The fiscal year was changed from
December 31 to January 1 to June
31 and July 1 at the general election
in November when the voters passed
the necessary amendment to the constitution.
This was a%t first construed
to mean that the legislature
would of necessity be forced to
make an appropriation for at least
18 months at its approaching meetin /
and therefore a higher levy to care
for the extra six months. The governor's
statement that no increased
levy will be necessary will probaoly
relieve a number of taxpayers who
are voicing vigorous protests against
any increases in taxes.
That the state will end the year's
work without a deficit is also said
to be practically assured, although
the taxes are being paid exceedingly
slow or at least the money is corning
in to the state treasurer's office
almost like a snail. A number of
counties have so far failed to make
in showing and the time is nearly
up. A better showing is expected
after Christmas as the penalty goes
on after January 1 and unless the
money does come in the treasury
may be forced to take steps to make
the county officers send in the money.
The state has a large loan to pay
during the first few weeks of the
new year and must meet this by the
collection of taxes. At present thei
cash balance is said not to be any j
too high and for this reason thei
county authorities are expected to
send in their state tax money at
once.

The Victory Hall Association oi
New York, has asked the War Department
for permission to remove
from France the body of an unidentied
American soldier for burial in
memorial crypt in the proposed Victory
Hall in New York city. The
Secretary of War lias, however, decided
against the plan.
The new army gas mask, instead
of being carried on the chest, fits
under the armpit, and one motion
enables the wearer to get it on his
head. It has no mouth and no nose
clip inside, and air is drawn across
the inside of the glasses to keep
thent clean. Speech, sleeping, and
all ordinary tasks are simple with it.
One of the most highly honored
heroes of the World War is private
John J. Kelly, a former marine, of
Chicago. In addition to the navy
Congressional Medal of Honor and
a gift of $100 in gold, which he recently
received from President Wilson
Private Kelly has ten other decfrom
Belgium, France and
Montenegro.
The historic Indian school at Carlisle,
Pa., which was an army hospital
during the war, is to t)e established
as a medical department of
the United States army, where n
force of about 1,700 physicians will
be trained. Besides its classes of
