Three New Conditions Attached SIMONS SAYS THEY WENT TO THE LIMIT Spa, Belgium? The Germans have agreed to the Allied demand for delivery of 2,000,000 tons of coai monthly with three new conditions, it is announced. The German acceptance was embodied in a note %vhich was laid before tue Allied premiers by Paremier Lloyd George. The conditions were these: First. The German government to have the distribuiton of the Silesian coal, or be allotted 1,500,000 tons monthly for northern Germany instead of the pre ent aMotmont of 1,200,000 tons. Second. A mixed comm'ssion t^ be sent to Essen to examine fo >i 1 and housing cor cut ions. Third. The Allies re a^kod o nd vance money or provici# credit for importing additional food tor the entire Gorman population. Foreign JYlinister Simons sent word to Pr mier L'oyd '.'Jeorge abo'.t an hour before the Allied representatives met t-vAt Go manv would accede to the Allied demand and that a written note wor.'d be for warded immediately. He re counted that he had been told by the British premier that if he were a German statesmen he would take the ; risk of accepting the Allied terms, j The foreign minister had taken the risk, he said, and would have to take the consequences. Kn wing the attitude of Premiers Lloyd George and Millcrand, however, he bogged them to help Germany to fulfill her obligations by doing three things: | First. By allowing Germany the i cash difference between the price of coal at the pit mouth in Germany and the price of coal in the world's markets. Second. By making a generous arrangement with regard to shipping. Third. By giving Germany some security or assurance against the menace of invasion if she should at any time be a little behind in her deliveries. Herr Simons added in his letter: "These are not conditions, but simply .an expression of our hope." Taking up the German comnruni cation at once, the Allied prime ministers discussed it for two hours and a quarter and then took a recess until 3:30 p. m. No announcement was made as to j the allied attitude with regard to the German conditions, but it was understood that the chief questi n was whether Germany should receive the difference in cash between the price of coal at the pit mouth in Germany and the world market price. The French delegates, it api peared, were unwilling to pay Germany wlvit would amount to fifty francs a ton difference in the price between that in Germany and that abroad.
