15TH INFANTRY HAS
A TIME IN CHINA
Differenc2 in Rate of Ex
change Makes Pay Look
Small.
Tientsin, China.?Out here ii
China, supporting- ^the dignity o
America and protecting the lives o
Americans, is the 15th infantry
IJnitod States army.
It's bud enough to bo 10,000 mile
away from home, but how woub
you like to be heiv in China living
like sciubs of the universe, l'ving ii
penury and even want ? That is tlv
situation of the officers and men o
the 15th.
The fact is, the 15th is on doubb
duty and on half pay. It is up b
the people of the United States t<
see to it that these men whose dut;
has thrown them to the other sid<
of the world are given the full pa;
of a soldier of the nation. No increased
pay; simply full pay.
The 15th infantry is stationed a
the port of Tientsin as part of ai
international guard to ko?p the roa<
open between the capital, Pekin, an<
the sea. This guard is a result o
the Boxer outbreak of 1909 whei
the ministers of the nations wen
besieged for weeks in Pekin.
Dollar Worth fil Cents
Chinese money is on a silver basi.
of valuation. Before the war, ar
American dollar was worth $2 in tin
money of China because silver \va:
worth 50 cents an ounce or less
New silver fluctuates around $1.2?
per ounce and is in great demand ir
the Far East. Result: An Amerciar
dollar is today worth only 61 cents
in Chinese money?39 cents off or
every dollar.
If you are a foreigner in China
you must put up a "front" or you
and what you stand for are consider
ed "no good."
Every day the United States is
losing influence with the natives because
our soldiers cannot afford tc
live respectably. Rent is high in
Tientsin. Col Morrow, the commanding
officer is obliged to rent a smal
inconspicuous house because his sal
ary will not permit him to rent better.
Foreigners of any standing at al
live in the foreign settlements, when
there is police protection. Prac
tically all the officers of the 15tt
infantry live outside the settlement!
and are therefore considered 'llov
down" by the natives. As many a
eight unmarried officers are living
in one house of five rooms. Mos
of the houses occupied by Amo-icu
officers have been condemned a
ramshackle or unsanitary.
Pitying Americans!
The result is that the Unitr<
States itself has lost prestige in thi
part of China. The solder rep re
scntatives ot the other nations hav
a much better standing than our
and it is impossblo to estimate th
effect of this p1 rise of the situa.ior
Everybody is Pitying our mor
Think of that, pitying Americans.
Of course, there is an easy \va
out if anybody in the United State
and particularly Congiess will tak
the trouble to get busy. For th
United States diplomatic and com
mercial service, and for the marin
corps serving ashore the law pre
vides that our representatives sha
receive $2.1*2 of the loccal currenc
where they are stationed to $1 c
their American pay. This would giv
an enlisted man of the 15th infantr
$63.60 per month in Chinese cui
roncy. Hut he could only buy $30
month worth of goods reckoned i
American money.

TURKS VIOLATE PLEDGES:
FIRE ON INDIAN TROOP
Constantinople.?Turkish Nati i

Reinforcements were sent to tl
assistance of the Indians, while wa
ships kept the Turks off hv shellir

Akron, O.?A dead man's club,
composed exclusively of ex-service

by WilJiam Wirt of this city. i
He suggests the club adopt the slo- \

Wirt is having a hard time to >
convince the Government he isn't J
dead and buried in France. His
name now is being chiselled from

estimates there are nearly 2,003
