measure speedily.
Senator Sheppard (Dent-Texas),
one of the authors of the measure,
said he believed it would help save
annually the lives of thousands of
mothers and babies. Last year, he
said, 23,000 mothers, or nearly half
as many as American soldiers killed
in the war with Germany, died during
maternity. Two hundred and
titty thousand babies died tor lacK
of proper care and nourishment.
The bill provides a plan by which
the Federal Government may cooperate
with the States in spreading
helpful information. Each State
would get an initial appropriation of
$10,000, provided it has an organization
for undertaking the work, or
a total of $480,000. Two million
dollars would be appropriated the
first year the law is in effect for
co-operating with the States. Ea *h
State would have to raise a dollar
for every dollar of Federal fundreceived.
After 1922, the annual ap
propriation would be $4,000,000.

Being a fovjyei Horry man, and a
reader of the Moral !. it is interesting*
to read the different articles
wiittcn on the stock law, thai was
ena.ted the last session of the legislatoro,
both pro and con; and afto?travelling
over a part of 24 counties,
and over a large portion of!
those counties, in this state, and being
interested in farming and stock
raising at the same time, naturally,
1 would he a close observer of the
tilings I was most interested in,
namely hogs and cattle raising, as j
wfii ringing corn and c iiion. All j
of those counties arc under the stock
law with two or three exceptions. I
After seeing the result of the stock
law in those counties, I must say
that if those that are opposing it so
strongly in Horry County but only
got a glimpse of a part of what I
have seen they would ho agreeably
suiprised and would not only stop
writing condemning the law, but
would rather write twice as much in
favor of the law, I predict that with
in less than three or four years the
people who are so bitterly opposed to
the law now, some of them if not all
of them, will admit that it is reconstruction
with the most of them, but
this period must come so. ner or
later and why not now and get own
with it? T venture to say that the
man in Horry County that has his
own home raised meat the yta?

who raises his hogs in a pa ture, and
fields with pasture crops. This pasj
ture proposition will be an additional
