through no fault of the tires.
Millions of miles that were built
into the tires failed of attainment
last year through lack of the simplest
repairs that could easily havs
been made by the motorist, himself.
So a national tire conservation
movement has been inaugurated with
the object of showing motorists everywhere
methods of tire care that
will add many miles to the performance

REMAINING ACTS
All County Officers Must Report
Fees?Books Open
to Public.
Governor Cooper last week signed
four acts pasrc.l by the recent g?noral
assembly, thus completing the
list awaiting his signature.
These acts were: To require county
officers to kc p an itemize I a count
of all foes collected and to pro
vide punishment for the failiue to
comply with the terms of the act; t:
put the office of county superintend
out of education in Rich In ni c?""iv
back into the piimary; and the act
relative to in uiing public school
buildings in mutual insurance companies.
The mutual act was passed so as
to allow public trustees to insure in
mutual insurance companies or rssocintk
ns, but the omi. si >n of the
word "not" rondos tie law of no e fect.
As passed the act leads:

"That the law with rofe once to
the insurance of public buildings
within the state shall remain a- now
provided by law, except an hereinef

' buildings located within incorporated
cities and towns in any mutual in
surance c< mpany or association doing
business under the laws of the
state."
As mutual insurance companies dc
not insure in cities and towns, the
law remains as heretofore, and public
schools will be insured under the
sinking fund commission.
The acts relative to fees collected
by county officers was bitterly
fought at the close of the session of
1919, and again last session. It was
finally amended so as to not require
the county officers to file a copy of
the itemized report of all fees collected,
unless called upon to do so
at the end of the fiscal year by the
senator from the county or a majority
of the county delegation.
The penalty for violation shall bo
a fine of not less than $50 nor more
than $200, or imprisonment in the
county jail not less than two months
nor more than six months, or both
in the discretion of the court. Re
quirements as to filing an itemized
statement of fee . and costs collected
by each officer reads

Bill Not to Be Brought Forward
in Congress for
Some Time.
Washington?After a series of informal
conferences, Democratic and
Republican members of the house
agreed there was no prospect of en'
actment of soldier relief legislation
before the forthcoming recess for
the political conventions.
Representative Knutson of Minnesota,
the Republican Whip, said that
many members felt that the whole
question should go over until after
the November election so as to
avoid the possible injection of partisanship
in its consideration.
Representative Garner of Texas,
Democratic whip and member of the
ways and means committee which
conducted extensive hearings on relief
legislation, declared sentiment
was "rapidly changing" and that a
majority of the Defocratic members
of the committee were "willing to
let the bill continue to sleep in com
mittee."
Much of the change in sentiment,
members said, was due to the large
number of protests against increasing
the tax burden and its possible
effect on the cost of living.
