DESCRIBED BY COUNCIL
London.?The supreme council has
issued a memorandum on world economic
conditions. Its conclusions
are as follows:
First?It is of paramount importance
that peace conditions s' ould
be fully and completely restored at
the earliest possible moment througn
cut the world.
To achieve this object it is desir
able, first, that peace and normal
economic relations should be reestablished
at the earliest possible
moment throughout Eastern Europe;
Second, that armies everywhere
should he reduced to a peace footing,
that armaments should be limited to
the lowest possible figures compatil
le with national security and that
the league of nations should be invited
to consider as soon as possible
proposals to this end; third, that
states which have been created or
enlarged as a result of the war,
should immediately reestablish full
and friendly cooperation ami arrange
for unrestricted interchange
