A private or governmental agency
of national range to supervise or direct
the marketing of the Nation's
fsrm products would probably break
down of its own weight, in the opinion
of David F Houston, Secretary of
Agriculture. He calls attention, In
his annual report, to the fact that
measures to this end have recently
been introduced in Congress and that
the present time is especially fruitful
of proposals of a large and novel
nature designed quickly to solve mar
keting problems.
"In the field of distribution, as
well as in the field of producti n,'
says the Secretary, "the farmers of
the Nation must assume ti e main
tasks of improvement. Ti e government
should furnish all possible aid
in the way of information and suggestion,
create favorable conditions

see that the channels of trade are
open and that abuses do not exist.
"There is no question," continues
the Secretary, "that everything
which can legitimately be done to
eliminate waste in marketing and to
promote orderly distribution should
be done. But the view of the mo.-t
experienced students of the ma/.ter
seems to be that we must approach
the problem in simpler terms, work
along lines which have clearly proven
to be feasible, and promote existing
tendencies and practices.
A Field for Work.
"Certainly we can proceed further
by State, Federal, and indivivdual
action in standardizing the production,
the handling, and the packing
of farm products and in promoting
the use of standard containers and
proper storage on farms in transit
and at tnarket conters. We can con
tinue to furnish assistance in the
preparation and installation of accounting
systems and more extensively
and accurately gather and
furnish to the farmers of the Nation
all persistent statistical information,
I need scarcely emphasize the paramount
importance of making avail
able daily to producers facts as tc
marketing prices, supplies, and demands.

Help Cooperative Association.
Particularly must the Federal and
State agencies omit nothing to promote
farmers' cooperative associations
along right lines. Already,
within a generation, many such
bodies have appeared and rapdly expanded.
It is estimated that they
now market annually approximately
$1,500,000,000 worth of commodities.
They arc of very diverse form* anl
sizes. For the most part, where
they have been successful they have
centered their activities on some
one product, or to related products
in a .given area. The indications are
that with the continued success of
these enterprises and with the prop-1
er education all effort and direction
they will develop even more rapidly
in the future. Through bulletin*',
news articles, and lectures the Department
of Agriculture has endeavored
to stimulate these efforts.
It has furnished suggestions for
State legislation governing their
organization, and, in cooperation
with 2.'? States, it has employed trained
specialists to advise exten ion
worker- including ..county ..agent? and
others, with reference l> cooperative
marketing.
"As I have said, the rational pro
gram would seem to b<J to expan i
these activities, which have clenvly
demonstrated their value, to f<? low
the scent rs it were and further to
develop the machinery through
which increased assistance ma; bo
furnished. There should bo in every
State one or more trained market
sepcialists of the Department of
Agriculture, working in corporation
with the proper State authority, to
stimulate cooperative enterprises
I and to aid fanners in their marketling
work by helpful suggestions as j
to plans and methods. These exports
could very effectively aid the
extension workers. County agents
generally have the assistance of
specialists in many other lines, but
at present they have not the requisite
aid in distribution. They can
not be expected to be expert in al
agricultural matters or to be omniscient.
The department is requesting
increased funds to make this
extension possible and will take the
necessary action promptly if the appropriations
are made."

worked out an intricate
scheme whereby he expected to gain
his liberty under the protection of

ned to flee from Holland secretly
aboard a yacht, the purchase of
which he had already negotiate 1
through a trusted friend in Norway.
Once within the three-mile limit of
the United States the imperial ensign
was to be hoisted and he would
give himself up to the American naval
authorities at Hampton Roads,
meanwhile issuing a wireless proclamation
claiming an immediate audience
at the White House. Appeal
ing to the charity and sportsmanship
of the American people, and asking
that a special act of congress be pass
cd making him a citizen in consideration
for his renunciation of all
claims to throne and royalty.
His agents in America were to
prepare German-American opinion in
advance and obtain millions of signatures
to a petition urging the government
to accord Wilhelm generosity
and refuge.
This coup was to have been staged
early last July, but Wilhelm's secret
emissaries in America who felt out

Promising control of the tobacco

with certain insecticides, accord
ing to the annual report of the Chief
of the Bureau of Entomology, United
States Department of Agriculture.
This is an important result, the rej
port says, as in 1918 one grower
