The committee obtained from them
and from documentary evidence infer
motion purporting- to how that not

nient to and aiding those who participated
in those raids in plans

Summarized the plan of San Diego,
a copy of which was read into the rec
crd, follows:
"The states of Texas, New Mexico,
Colorado, Arizona and California are
to be invaded simultaneously with uprisings
of Mexican and negro citizens
on the Mexican side.
"A separate government is to be
established and reannexation to Mexico
requested. Six other states contiguous
to this territory are to be
arved out of the United States to be
formed into a republic under the pro
tection of Mexico. This is to be accomplished
in a ruthless manner. All
waule Americans more than 16 years

The document itself is about 2,000
words long.
The character of the testimony developed
three phases of the program,
first that which took the form of bor
dor raids beginning in 1915, the secend
that held out as a bait by the
Germans in the Zimmermann note
when they dangled before the Mexicans
the prospect of recovering the
border states with the possible assistance
of Japan. The third is closely
allied with the impetus that has been
given the Bolshvist, movement, and
in support of that charge Chairman
Fall announced there would be placed
before the committee evidence showing
Carranza is yet offering support

plan of San Diego as the military
lender, and the minutes of a meeting
ol anarchistic organizations in Mextc6
said to indicate the existence of a
conspiracy to foment labor uprisings
in the United States.
Testimony of Attorney.
Mr. Walls was the attorney who
prosecuted the cases of a few of the
Mexicans captured in raids across
the border near Brownsville. Four of
these were convicted and sentenced
to death, hut their lives were saved by
a decision of the Texas court of criminal
appeals which held that they
could not be punished since the evidence
showed Mexico and the United
States were at that time "in a state
' of war."
What is taken as evidence that Car
ranza was backing the plan in 191b
and 1919 is contained in a report to
the state department which was made
a part of the committee's record. The
report is the statement of a man used
by the principals in working out
the organization, and program. He
said he was sent to Jesus Acuna, min
ister of gobcrnaeion, by Eliseo Arrendondo,
Caranza's ambassador designate
in Washington, for instructions.
Acuna sent him to General
Zuazus, who was maintaining an office
in Mexico city in the same building
with Augustin Garza, alias Lino
Cabolio. They dined with him freonl'l

ing out of the plan of San Diego or
"the Texas revolution," as it was also
referred to by them. He was asked
by them to assist in raising funds for
the work. The author of the statement
said he asked if Carranza knew
of this plan and was told "that part
was all fixed'" and that any commission
which they issued him in connection
with the plan of San Diego,
presented anywhere, would secure
him ample protection. .

ANT! WEEVIL CONFERENCE
HELD IN COLUMBIA
A very important conference to
discuss ways and means of meeting
the "Roll Weevil" meance was held
ir the State House on Wednesday
January 21st.
The meeting was called by Governor
Cooper and attended by a great
many Legislators from all over the
State. Senator Alan Johnstone vote
od his approval of the object of the
meeting, and pledged his support t
any well planned method of procedure
adopted. Senator Neils ChrisI
lensen, of Reaufoi*t, where cotton
growing has been practically put out
of business, also pledged his hearty
cooperation. W. A. Preacher, a mem
tier of the House from Jasper Counj
tv, outlined the ravages made by the
boll weevil in that county during: thd
last year. He stated that should the
same damage bo done next year the
people of his county would be destitute,
and that they would have to call
on the Red Cross for assistance. Mr.
W. W. Hong, of the Extension Department
of Clemson College, made
a n interesting and powerful address
One of the points touched on by
Long was the amount of damage
which might be expected in thi'Mate
the coming cotton season. From
the Representation of cotton and hod
weevil experts, it was confidentially
stated, that the pest damage will
damage the State to the extent of
twenty million ($20,000,0001 dollars,
more or less dependent upon climatic
conditions favorable to the boll weevil,
and that so far, this year, these
conditions were ideal for him.

state of South Carolina, and that
should climatic conditions be favori

of Spartanburg, Greenville, Anderson,
etc.
It was deteiTnined to ask the Legis
lature for a State-wide boll weevil
fond and a Committee was appointed

and the Ways and Means Committee
of the House, on January 29th. Mr
