will leap skyward if the plans of
speculators are not upset.
Federal control of the country's
sugar supply expires on December 31.
The domestic demand exceeds all
calculations and past records.

killing by the food gamblers.

of raw sugar from Cuba are received.
The increased consumption of sugar
in the United States to date, as
against the same period last year, is
about nine hundred million pounds, or
nine pounds per capita. The increase
for the year is expected to be 1,125,000.000
pounds.

as the chief reason for this increase.
Through the first four months of
1010 American consumption of sugar
was about normal. In May and Jure,
during which time a number of states
went dry and supplies of liquid generally
were more difficult to get, consumption
insreased appreciably over

July, the month national prohibition
became effective, sales of sugar jump
ed some 200,000,000 pounds above
normal July sales. Use of sugar in
home-made beverages may be an added
factor.

is given it by congress. It has no
authority to execute contracts running
into next year. As contracts for
Cuban raw sugar are normally made
in October and November for the
next year's output, the board is now
barred fi'om the field, but speculative
interests arc already making large
contracts.
Unless congress acts and acts
quickly the bulk of Cuba's next year's
crop will have been contracted for by
private interests and the price is inflated
that twenty-cent sugar will be
almost a certainty for 1920. A bill by
Senator McNary of Oregon, is now
before congress, extending the
authority of the sugar equalization

Failure of the senate to ratify
peace also is blamed as one of the
factors in the present shortage. Big
canners and preservers of fruit, who
normally make their purchases of
sugar early , waited this year until
July and August, in the expectation
that lower prices would follow the
signing of peace. But peace was not
j signed, and their purchases, coming
| at the time the general public was
buying sugar more heavily draine:

Despite his illness, the President
was understood to have been infoimcd
of the tense situation in the confer ,
once resulting from the controversy
over labor's proposal for arbitration
o. the steel strike. He was said to
feel that this should not endanger the.
ultimate success of the conference.
Further efforts to reach an agreement
were made at group meetings of
the conference delegates this morning.
The specific subject discussed
was postponement of consideration of
the steel strike arbitration resolution
until an agreement could be reached
on the fundamental issues of shop
and industrial councils as the means
of arbitrating all industrial disputes.
The movement for a postponement
of the steel strike issue was initiated
by members of the group representing
the public, and it has the approv
al of Secretary Lane, the conference
chairman.
Gavin McNab, of San Francisco, a
public representative, was prepared?
After the conference convened, L.
E. Sheppard, head of the railway con
due tor's brotherhood, introduced a
resolution proposing tripartite control
of all industries existing by virtue of
