UNDERWOOD FAVOR WAGE-FIXING PLAN t ? 1 i Alabama Senator Owes l-lis t Views on Solution of Railroad Problem NO STRIKE AGAINST 1 EQUABLE DECISION Public Sentiment Would Force Contenders to Accept Verdict I Washington.?Establishment of a governmental commission or board with powers to fix both railroad wage scales and transportation was advocated in the senate by Senator Underwood, of Alabama, a Democratic member of the interstate commerce commission. Without disclosing whether he favored the interstate commerce commission as the proposed tribunal, or discussing the Cummins' bill's plan to prohibit strikes and lockouts of em ployes, Senator Underwood said the interests of the public, of capital and of railroad employes require such a plan. It is clearly within the right of Congress, he declared to create an agency to determine wages as well as rates. * "Men will not strike," said the Ala- * bama senator, "against the just dc- ' cisions of the government. After a 1 fair determination of the controversy * by an impartial tribunal, public sentiment will force the contending- parties to accept the verdict rendered as final. It must be done in the interest of the men involved, the industry of the people, and the peace of the nation. The tribunal he proposed, Senator Underwood continued, "must have the authority and power to protect the rights of the whole people against the reoccurrence of strikes and lockouts." Distuihance of transportation he said, affects the whole public and therefore railroad employes owe obligations in their action different from those in private industry. "There is but one way out, in my judgment," he continued, "and that is to appoint a tribunal with the power to adjust these matters, which has the time to consider and the opportunity i. f i.i /? i r? i a i .. i to Know me iacis. ?>ucn a triour.ai i must not only have the power and be I prepared to do what is right and just by the labor employed on the railroad but must have authority and power io | see that pioperty is not confiscated by < its decisions, for, should you confis-1 cate the property of the transporta- \ tion companies you would break down the channels of transportation as effectively as you would break theju down in a strike, with the resultant injury to the people. A tribunal of this kind, must also huve the author!- i ty and opportunity to consider the j l ights of tile shippers and travelers j who in the last anaysis will bear any i increased'burden that falls on the car- j riage of property or persons over the i t rans p o tajti on lines.
