Biggest seizures are expected in Boston, New Orleans and Chicago. < Libel action is the first step in seiz- 1 ing the food. This is taken by District < Attorneys. It is a request to a federal court to enjoin the removal or sale of food from the place where it is stored or hoarded. The next step is a hearing at which the court determines whether the charge of hoarding is justified. When the court so decides, an order is issued from the bench directing the forced sale of the food libeled. Federal officials here estimated that five hundred may be be arrested and charged with profiteering and hoarding next week through efforts './i ivut'icii ami eiiiciuis. Grand juries in Ohio are considering complaints against more than 2000 suspected boarders and profiteers. Several arrests occurred in Chicago,. while warrants were issued in Detroit, Boston and Columbus. Thousands of tons of hoarded food have been located in Boston by federal agents, who plan to bring libel ac- j tion within a few hours. i More low priced food will begin to ^ go on the market next week under the plans just completed for its sale j and distribution by the war and post- _ office departments. The $80,000,000 worth of meats and v< getahles now in army store houses is expected to prove inadequate to meet the orders that are expected to fiow into the postoffice department Monday. Monday is the first day on which orders for the food will be accepted formally by postmasters and mail carriers. To order the food, it is necessary only to write on a slip of paper the name and address of the purchaser together with the amount and brand of food desired. This slip handed to the mail carrier, will bring food quickly. Price list may be obtained at any postoffice. First deliveries of the army food probably will begin Wednesday in some parts of the country. Orders will bo accepted up to and including Wednesday. Aug. 19.?The open season for hunting mourning doves in South Carolina has been changed by an amendment to the Migratory Bird Treaty Act regulations, announces the United States Department of Agriculture. The amendment fixes the period during which mourn! .1 * * nig uuves may bo killed in South Carolina from October 1(? to January 31, both days inclusive, whereas the Federal open season last year was from September 1(> to December 31, inclusive. The new season beginning October 10 was not adopted in time to have the correct dates noted on the State hunting licenses, which incorrectly show the season to begin one month earlier. Washington.?The Mexican ambassador hero has been instructed by his jrvernment to protest to the state h'partment against the dispatch of American troops across the bonier md to request their withdrawal, aca.rding to a statement issued at Mexco City. The statement received here said: "Two aviators of the army of the United States, through error, so they Tate, flew over our territory, laming approximately 112 kilometres to he south of the frontier where they ,\ere captured by a band of twenty bandits. They have now been liberit ed. "Some of the Eighth cavalry of the L'nited States crossed the frontier in pursuit of the outlaws. The department of foreign relations gave instructions at once to our embassy at Washington to make appropriate representations, protesting and requesting the immediate withdrawal of the invading troops."
