time required will be dependent upon
the attitude of China, said Takashi
Hara, Japanese Premcier.
The premier, in answering the
query of the Associated Press, said:
"The question is often asked as to
when Japan will return Kiao-Chau to 1
China. I would point out in reply (
that for the restitution of Kiao-Chau,
detailed arrangements should he work

between the- Japanese and Chinese
governments and that the length of <
time required for such arrangements
depends largely upon the attitude of
China. In any case, we fully realize
that it is as much in our own interest
as in the interests of China to accelerate

of leased territory which we have solemnly
undertaken."
Premier Hara and high officials of

frankly with the correspondent what
was called the "Wave of anti-Japanese
feeling" in America. They were
plainly disturbed by reports showing
uneasiness as to Japan's attitude relative
to Shantung but felt Japan's
repeated assurances as to restitution
with the premier's statement to the
Associated Press; should clear the air

Militarism Responsible.
It is frankly admitted here that
Japan's so-called militarism is respon
sihle for much uneasiness aboard. The
opinion expressed that foreign critics
>\ ho call Japan the "Germany of the
tar East" neglect to take into consideration
the internal and historic reasons
which led the Japanese people to
venerate the army and navy after the j
restoration of the impend dynasty
and the wars with China and Russia.
Chinese anger against Japan: Korean
hostility; anti-Japanese feeling ,
in California; anti-Japanese propaganda
by British traders in China;
party tactics by opponents of President
Wilson and German propaganda.
The idea that Japanese militarism
is a menace to democracy.
In elaborating the last named point
Dr. Natobe said a reason for the unpopularity
of Japan among Europeans
and Americans was found in the activity
of Japanese militarists, the
writer adding that it was the opinion
that "because of her militarists elements,
Japan is regarded a dangerous
nation to humanity, democracy and
freedom."

Japanese contend that if the questions
are examined impartially, their attitudes
would be accepted as justi

Newspapers which are reappearing
after the recent shut down due to a
printers' strike, attacked the statement
made by Viscount Uchida minister
of foreign affairs on August 2
as an abondanment of an exclusive
'Japanese settlement <^f the K'aoChau
matter and the substitution of
an international agreement. They
sa> that it indicates a weakness on
that part of Japanese diplomacy ami
claim the rights won by the sacrifices
of the army at Tsing-Tau should be
tenacously held.

BOLL WEEVIL FOUND
Bamberg.?George R. Rriggs, farm
demonstration agent for Bamberg
County, discovered the boll weevil
this week on J. F. Kinard's plac,
just one mile over the line fn Colleton
County, below Ehrhardt. Mr. Briggs
brought a number of specimens to

that they are boll weevils. The weevils
were reported to have been found
in the Oak Grove section of the
county, but this report has not been
confirmed.
Mr. Brings is arranging to hold a
farmers meeting in the section adjacent
to Mr. Kinard's lace some time j
about the first of September, at which
time ways and means will be discussed
for the proper dealing with the
weevil. Experts from Clemson Col1?
ge will he present and tell the farmers
what others have done to successfully
compete with bolT weevil,
and just what measures are necessary
in order to protect the farming I
interests where the boll weevil has ap
peared.
Steps have been taken to organize
a branch of the South Carolina Cotton
Association in Bamberg County.
A meeting with that in view was
held in the court house, in Bamberg
last week at which time A. A. Protznan,
State director of organization,
was present and made a most inter
ostin^ and instructive talk. He toM
of the unified efforts of the speculators
to keep the price of cotton down,
and force it to an even Tower price,

huge stocks of goods, the charge being

Goods libeled and the firms involved
are:
Crenshaw Brothers Produce Company,
4,000 cases of eggs; Joe Garcia,
41,450 pounds of salt, 8,240 cans of
peas, 58,580 cans of tomatoes, 80,200
pounds of rice and 27,050 pounds of
sugar; Charles H. Moorehousc, 1,800
pounds of oatmeal, 24,000 cans of
peas, 4,000 cans of baking powder,
22,800 cans of corn, 47,048 cans of tomatoes,
86,000 cans of tomato pulp,
20,580 pounds of flour and 7,000
I pounds of tea.

from the market for the purpose of
