house committee appointed by Attorney
General Palmer to make recommendations
for measures to reduce
the high cost of living were
summoned to the White House today
by President Wilson.
In response to Attorney General
Pal trior's orders for nationwide prosecution
of food hoarders and profiteers,
many district attorneys report
ed to the department of justice today
that they were proceeding immediately
with investigations of conditions
in their territory. Legal action
will follow the discovery of any evidence
of law violations. The department
declined to say in what districts
prosecutions were likolv to be

brought, fearing that discussion of
localities might hamper the work of
j the men.
President Wilson's address to
congress tomorrow will be. confined
to matters pertaining directly to the
high cost of living, in the belief of
White House officials. Secretary
Tumulty said today he thought it un-1

corning railroad wages and rates.
The president was informed today
by Speaker Gillette that the house
would "he glad to have a joint session
for tomorrow at 4 o'clock" to
receive his recommendations. Repub'ican
Leader Mondell urged the president
yesterday to postpone his appearance
until next Tuesday.
Director General Hines reported at
".he White House three quarters of an
hour before the meeting of the subcommittee
with the president. It is
understood he went, for the discussion
concerning the railroad situation.
Efforts were made by Secretary
Tumulty to reach Julius H. Barnes,
director of the Grain Corporation but
it was understood that Mr. Barnes
had returned to New York.
It was assumed that the President
desired to discuss with the committee
his message to congress tomorrow
embodying recommendations designed
to afford some measures of
relief from the present conditions.
