such prospective colonists. That
such material aid is in contemplation
is evidenced by the fact that the Pros
ident recently appointed a commission
to investigate all phases of the
colonization problem. Senor Luis
Lubert Y. Rui, president of the commission,
has announced that communication

England, France, Canada, Germany
and Russia in regard to the fesibilitv
of colonies in the republic and in
each instance the answer has been
that Mexico welcomes all dependable
colonists.
Senor Carranza was asked whether \
the government had any policy con- j
ceming Latin-America which might
be construed as indicating that the
solidarity of such countries was more
