S. to Mark-Time While Others Advance OPPOSES MERGER OF AVIATION SERVICES Naval Aviation is Essential Part of the Fleet Operations Washington.?Appearing before the Senate naval committee to urge an increase in the appropriation for naval avaiation from $15,000,000 fixed by the House to $35,000,000, Secretary Daniels vigorously opposed proposals that the air service of the army, navy and postolfice department be consolidated under a cabinet officer. "I consider this plan most unwise," said the secretary. "Naval aviation | should bo as much a part of the navy department as the bureau of naval ordnance. Aircraft are needed as much by the fleet as are destroyers, or submarines. The service in one department would be immeasurably weakened." In urging a larger appropriation for aviation, the secretary declared he considered "it a calamity, or at least a great mistake, that Congress should compel the air service to mark time for the next year while other nations are giving all that is asked." "When if is. consdered that, this country developed the first successful airplane," he said, "and made the first transatlantic flight, it seems a shame that further development should be thus summarily cut off. It is just as illogical to do that as it would have been to stopped telegraph development after the first line had been set up." o O. J.
