"The South Carolina Council of Defense,
aided by the Food Administration,
will; the cooperation of the railroads,
has underiak' n the important
task of cutting in haif the inexcusably
large losses in South Carolina.
"We have mailed to all stock claim
ants an appeal to shut their stock
away from the railroad tracks. We
have also appointed special volunteer
stock agents at every railway town
and city in South Carolina. These
men will work under and with their
County Councils of Defense. Their
endeavor will Ire to reduce as much
as possible the wastage in meat and
leather, and to secure the passage
and enforcement of adequate stock |
laws wherever needed.

Late accounts say that Austria's
armies, shattered by the blows of
the Italians, British and French are
fleeing pell mell on a front of more
than 100 miles, from the Brents
river ea.^l and south to the Adriatic.
Apparently the enemy has lost all

tant sectors of the front. Countless
numbers of prisoners are being taken
by the Allies.
Field Marshal Haig has again
taken up offensive operations on the
front south of Valenciennes and reports
his troops as making good
progress early Friday. On the
French front and on the American
sectors east and west of the Meuse
only the artillery has been active.
East of the Piave all the Allied
armies are marching rapidly toward
the Tagliamento in pursuit of the
Austrians. The Livenza river, fifteen
miles cast of the Piave and
eighteen miles from the Tagliamento,
has been reached and crossed,
while to the south along the lowlands
north of the Adriatic, the
Italian third army continues to
' move ahead.

aviators fighting with the
British Royal Flying Corps bringing
down enemy planes from September
0-22, which includes the name of
Lieut. Elliott W. Springs of Lancaster,
who is again cited for distinguish,
ed bravery in bringing down enemy
planes.
The treasury department report
that about $1,000,000,000 worth of
war savings stamps have so far been
purchased by. the people of the Unit-i

by foreign powers, yet the
monarchists themselves are not inclined
to enter upon a hopeless light,

lives more, and involving the devastation
of German soil similar to
