The Council of National Defense |
has heretofore emphasized the no- j
cessity of restricting Christmas buying
during the coming fall for certain
specific reasons which it has
stated. These reasons are in brief
the necessity for saving labor and
material in the manufacture and !
sale of Christmas gifts and of sav- ( '
ing the .transportation and delivery j 1
facilities necessarily involved in the ;
large volume of Christmas pur- ' 1
, ;
chases. <

the manufacture of goods for the
coming holiday season has been substantially
completed, that the trans- 1
pollution of the goods to the point '
of sale is also largely done and that ;
much of the material used for Christ
mas purchases, especially in the
manufacture of toys, is the waste 1
material derived from prior process- 1
v es of manufacture.
The reatil interests represented at 1
the conference have agreed not to
increase their working force by
reason of the holiday business over
the average force employed by them
throughout the year and not to increase
the normal working hours of
their force cluiing the Christmas
season. They also agreed to use j
their utmost efforts to confine j
Christmas giving, except for young
children, to useful articles and to

over the months of October,

to relieve the transportation facilities
of the country from a congestion
in the latter half of December
which would be so hurtful to the interests
of the nation that it canno'.
be permitted, the retail interests rep
resented at this hearing' have agreed
to cooperate further in the Campaign
heretofore and now being carried
on under the auspices of th**
War Industries Board to restrict deliveries
end to induce their customers
to carry their own package,
wherever possible.

agreed to make an announcement to
the above substantial effect in their
advertisemets commencing in early
September and repeating same week
ly thereafter. The above suggestions
if faithfuly and loyally put
into effect throughout the country
will make possible a continuance of
the holiday custom without endangering
the national interests thereby.
The Council of National Defense
will cooperate in carrying out the
suggested measure. It looks to organized
business bodies of every
nature and throughout the country
actively to join in the movement as
providing means whereby that coopcraton
between the government
and the people can be had which
alone will permit the continuance oi
holiday business in such form, or
such scale, and by such methods a?
are consistent with the national welfare.

outdistanced their fellows in arms
were surrounded on one sector by the
Germans, but were released after
two days, during which they killed
many of the enemy who sought to
capture them.

was anonunced by the navy department.
The vessel was sunk on the
night of September 2G in the British
channel off the coast of England,
and Vice Admiral Sims' rpcort indicated
that she was torpedoed while
escorting a convoy.

Washington.?The U. S. S. Tampa,
a former coast guard cutter iaT
naval service, was lost off the English
coast September 2(> with all on
board while on convoy duty.
Ten officers and 102 enlisted men
of the crew, one British officer and
five civilian employees lost their
lives.
A Navy Department statement today
announcing the disaster says
the ship was sunk at night in the
Bristol channel, and that reports indicate
that she was struck by a torpedo
while escorting a convoy. ?
Captain C. Satterlee, of the coast
guard, commanded the cutter. Apparently
there were no eye witnesses
to the sinking. The navy's report

Tampa had gone well ahead of the
convoy about 8:45 p. m. and that later

is under strict quarantine because
of Spanish influenza. Several cases
have developed and about 40 students
have symptoms of the disease.
