INDUSTRY THREATENED
Amsterdam. Herr Kraetzig, a
Socialist member of the Reichstag,
asserted in Wednesday's debate on
the appropriations for the imperial
economic department that four-fifths
of the textile industries of Germany
were completely paralized and that
the position of the idle textile workers
was rapidly growing desperate.
He demanded that adequate revision
be made of them so as to keep skilled
textile workers in readiness for resumption
of the industries after the
war. At present, he said, they wore
being compelled to accept menial employment
from the authorities at star!
vation wages.
Herr Kraetzig also complained that
attempts were being made by a small
group of capitalists with the knowledge
of the government, to monopolize
the celluosc industry, which prom
ised to be extremely important in the
future. He attacked Dr. Karl Helfferich,
formerly vice chancellor, Haying
he had a mania for creating s.vn)
dicates, which was fatal to industries

has placed at the disposal of
Maj. Gen. Jesse Mcl. Carter, chief of
the militia bureau, 12,000 draftccLK
men who, after training with the Na- j
tional Guard or National Army di- m
visions, have been found disqualified ^
physically for general military service.

It is intended to recruit 2f? h;ittjil_
ions of four companies each, a total
of 15,000 men. When the project |
was approved some weeks ago 12 com * 1
panies were organized and are now J
in service. Volunteer enlistments /X
will be accepted to a limited degree j
through the regular army recruittinflC ?
offices, but only men who have hadf
prior military service and who can
produce the best discharges will be
eligible.
The 25 battalions will be distributed
as follows: Northeastern department,
three; Eastern department,
9; Southeastern, two; Central, two;
Southern, five; Western, four.
There will be required 775 officers
and these will be commissioned upon
recommendation by General Carter.
The services of the organization will
he utilized to release an equal number
of federal troops now engaged in
guard duty at munition plants and f
shipyards. The men will not be used
in Europe "for the present."
