doubtlessly honestly desires, is now
scoffed at everywhere as a weak
peace offer.
Nothing more, the paper adds is
heard of Count Czernin's offer to
President Wilson to enter into negotiations.
It continues:
"Count Czernin has become quite
dumb and modest, while the greatest
decisions are being taken in Berlin,
London and Paris."

of a series of steps of plans to
stretch flour supplies sufficiently to
feed the country and maintain the
allies until the next harvest.
Beginning1 with the baking trade,
which uses 40 per cent, of the wheat
flour consumed in the country, the
administration has approved plans
for ,a division of flour supplies between
shops, sharing of wheat substitutes,
and for a nationwide educational
campaign to eliminate waste.
Further restrictions on the con- j
sumption of wheat which were an- j

ation, will be put into effect next.
Aside from the shortage of wheat'
in the United Slates, another serious
problem is confronting the food ad- j

western front continued until late
last night, the war office reports.

The statement follows:
"The fighting continued until a
late hour last night on the whole

Satisfactory to British.
The eagerly awaited British official
statement of today, which was
expected to give further details of the
tremendous fighting indicated in last
night's reports, was read with great
satisfaction insofar as it revealed
that the enemy had been held and
had suffered great losses.
If this turns out to be the great
German offensive that has been predicted
the preliminary round appears
to huY^ gone in favor of the Entente,

out, further heavy fighting is still to
be expended.
