JAPANESE ARMY ' REMAINS AT HOME Tokyo.?Notwithstanding reports ' f the activity of the Japanese army I ind navy it may be stated positively | : hat Japan not only has not moved hut . iloes not intend to move troops to llarbin, Vladivostok, or elsewhere. Statements that any portion of the. j Japanese army is being mobilized are j unfounded. At headquarters of the . army staff the Associated Press is in- 1 formed that no mobilization is contem ! plated and that the reports of such 1 projects originated in the fact the au-; i thorities at present are not permitling the return to their homes of sol- I diers whose normal period of service ] has expired. Consequently there has j been some increase in the army. < These men have been retained as a ' precaution against depletion of the ! army of highly trained men. A siml- i lar policy is being observed in the i navy. Figures regarding the increas- ; es in the army and navy are of course ! unavailable; similarly, information j! regarding warships withheld ab- j solutclv.
