munition plants, warehouses and '
shipyards, President Wilson has issued
a proclamation dealing with the
treatment of alien enemies in this 1
"country,. Aliens of Germany's allies
are not. included.
The proclamation is supplementary
to one issued April G. Under it the \
Department of Justice expects to
round up some Germans who are believed
to have directd the organized
campaigns of sabotage and propaganda
to embarrass the United Stat
os in the war. Additional safeguards
are thrown around water fronts, elevators,
railroad terminals, warehouses
and other public works. All 1
alien enemies more than fourteen
years old are ordered to register and
to keep the Government informed of
their movements.
Regulations Being Drawn.
Alien enemies will not be permitted
5n airships, balloons or flying machines,
neither will they be allowed
on any ocean, bay, river or other waters
within three miles of the shore
line of the United States except on
public ferries. All alien enemies
will be removed from the District of
Columbia. They will not be premitted
to reside within the Panama Canal
Zone.
It last stated at the Department < ;
Justice to-day that the Attorney
General and his assistants were at
work upon the regulations for putting
the proclamation into effect

Estimates are that about 25 per

There was some comment in Wash
ngton to-day that the President's
:econd proclamation did not include
emales as well as male alien enenies.
It was learned that under the
Mien Enemy Act passed nearly 100
years ago there was no provision for
lealing with female enemies of the
country. Unless Congress by a special
act amends this law women cannot
be included in any such proclamation.
Any woman caught working* for
the German Government or in connection
with the destruction of any
munitions plant, shipyard or public
work would be dealt with by the
Government in the same manner as a
male guilty of a similar offense.
