Capellc, the German minister of marine,
has resigned, according to the
Frankfurter Zeitung.
Vice Admiral Edward von Capel'e
was one of the administrative direc- ]
tors in the ministry of marine before j
the war and had served as a captain
at sea. In March. 1910, he succeeded
Admiral von Tirpitz as imperial minister
of the navy. Several tim.es since
then von Capellc has appeared before
the Reichstag with optimistic statements
regarding the progress of the
unrestricted submarine campaign, as
late as August 20, 1917, defending tim
U-boat policy of his prodecessor and j
himself at a meeting of the Reich- j
ctag main committee.
