der, Secretary linker said no decision
had been reached as to who will replace
the negroes, members of the
first separate battalion, district National
Guard and civilian watchmen
probably would be employed until the
camp is complete.
Cooper was shot while going into
the camp on his way to work. Ward,
who was arrested by the military,
said the carpenter, who was not using
the proper entrance, failed to obey h\>
command to "halt." Friends of the
dead man said he was slightly deaf
and probably did not hear the sentry.
Ward is hcUd for trial by courtmartial,
the military having refused
demands of the district civilian authorities
that he be turned over to
them. After the shooting several
hundred carpenters and other employes
at the camp refused to go to work
[ until tne negro guard was withdrawn
