court at Aiken, was found guilty yesterday
of conspiring* with J. It. Klaltenhoff
to sink the steamship Liebenfels
in Charleston harbor, and who

I served notice of an appeal to the Unit
1 cd States Circuit Court, gave bend Y
the sum of $10,000 as surety pending
! the appeal to the circuit court, which
will sit the first Tuesday in January
at Richmond, at which time it is probable
his case will be considered.
Judge Henry A. M. Smith entered
an order permitting the defendant to j
give bond, pending the finding of the j
I circuit court of appeals.

Upon being convicted, Wierse
was sentenced by the court to pay a
fine of $1,000 and to serve two years
in the Federal penitentiary at Atlanat
Johans Klattenhoff, another defendant,
was sentenced to serve six
months in the penitenitary and to
pay a fine of $100 and costs. This
I defendant was master of the German
steamship Liebenfels, and he is now
serving in Atlanta for having sunk
his vsesel at Charleston harbor February
1, of this year, following the
rupture of diplomatic relations between
the United States and Geri
many.
The thi'd defendant in this case is
William Mueller, a former German
consul in Atlanta, who, having ' left
this country, could net be aDnrehcnd
ed. It is thought he is at present in
Ecuador.
In the custody of United States
deputy marshals, Wierse was brought
to the city last evening under guard
spent the night at the St. John Hotel.
His bond having been given, he is now
it liberty, pending hearing on lite appeal.
The court officials who left Char'eston
to attend court at Aiken have
nl! returned. The next term is scheduled
for November, and will be held

transfer of 78,100 men from National
Army cantonments to the various

Eastern railroads, seeking relief
from conditions which assert their
executives are rapidly approaching
the point where they can no
longer operate with profit, indicated
today the form their efforts will
assume in a letter to the interstate
commerce commission, asking for a
conference to consider rates not included
in the advance allowed by the
decision in the 15 per cent, rate advance
last June.

Chancellor's Attempt to Make
Political Capital of Navy's
Revolt is a Boomerang

over the pan-German propaganda
which loomed so big in anticipation,
but was so small in results, lias passed.
In its place has risen anew, and
this time, a really serious crisis, caused
by the attempts of Chancellor
Michael is, Vice Chancellor Helfferich
and Minister of the Navy von Capelle
to use the alleged plot in the (Jerman
navy as a political weapon against
the party of the extreme left in the
Riechstag.
It is not improbable German political
observers point out that Chancellor
Michaelis, in an hour of apparent
success, sowed the seeds of his own
downfall.
Results May Be Slow..
Results ore not to be expected immediately
as the Reichstag adjourns
this week, but the now conditions of
German political life, it is contended,
will undoubtedly, from new on, work
against von Bethmann-Holwegg's successor.
The immediate result of the disclosures
of Chancellor Michaelis and Vice
Admiral Capelle have been that the
government Socialists have been driven
into coinplet opposition and into
allignment with the radical Socialist,
that the followers of PhiLip Sehcidemnnn
have delivered a formal declaration
of war against the government
until Chancellor Michael is has been
removed from office, and that the
radicals, the members of the center
ard even the National Liberals have
criticised and condemned the Michaelis
Capelle move as one which ought
not to have been made until the government
had full adequate proof of
the complicity of the three radical
Socialists in an actual conspiracy to
mutiny.
The Charges.
Stripped of its embellishments, the
government's statement reduced itself
to the charge that agitation to enroll
members for the radical Socialist
party had been carried on in the navy',
that leaflets had been distributed a;t^
that two of the executed sailors had
visited Deputies Haase, Vogtherr and
Dittmann.
The three Socialists made a grebes
play of the fact that the government
had made no attempt to bring them to
trial before or after the court-martial
at Wilhelmshavcn, on August .'10. A
large share of the press, despite the
dislike for the radical Socialists, takes
the standpoint that Chancellor Mich
aolis misused the affair for political
capital.
