Korniloff Repudiates Idea of
Russians' Surrendering.

The Times at the headquarters of the
seventh Russian army talked with
Gen. Korniloff on the eve of Ins departure
to take over the supreme
command. Gen. Korniloff said: "The
first stage of the war is over. The
second 'phase logins today."

commander repudiates the possibility
of the Russians' surrendering,
lie holds that if Russia concludes a
dishonorable peace to which traitors
have been driving her. she will became
a German colony forever.
The new government must realize
the necessity of inviting the Allies t<
help in reorganizing the railway serv
ice for warfare. If Germany decided,
as all signs indicate, to transfer th
main pressure to the Russian fro* t
it would he hopeless t> rely on methods
that availed against the inferior
Austrian troops.
Russia is full of snlondid fie^firv
men. Ton millions have already been
enrolled, but they are scarcely train
en. They are too busy attending
meetings instead of drill. These mi!lions
must be helped by British and
French officers as Serbians, Ruman
ir.ns, Greeks and Americans have
