The war has put a stop to some
plans that had been maturing in this|

to the advice of many winters this is
|entirely wrong. The more the people
I get discouraged and show a tendency
to stop ordinary business and im-'
provements; just that much worse off
will this section be when hostilities |
cease and we return to peace. Although
the war must go on, it is
highly important that business affairs
shall go on also and furnish
employment for the "people and keep
