Critics of the administration received a sharp rebuke at the New Century Club on Satuiday evening when one hundred and fifty Democrats and other admirers of President Wilson sat about the banquet board to celebrate Jackson Day. It wa generally agreed that a strong similarity of character existed between "Old Hickory" and the present deni zen of the White House, the o.d> Democratic Presidents who had bee.re-elected in a period of eighty-fiv*. years. THE HORRY HE! FR0MBER6 ARGUES FOR HIS measure: Explains Why Charleston Wants Licensed Sale of Wine and Beer. The judiciary committtee of the house of representatives heard Joseph Frombreg, author of the Fromberg high license wine and beer bill, and seven other Charlestonians. The committee has not made its i\p rt. Last year a favorable report was obtained but the resolution was never reached on the calnedar. Mr. Fromberg reintroduced it early in this session. Mr. Fromberg was the principal speaker at the hearing, and these men from Charleston also spoke in its favor: Sheriff J. Elmore Martin, Solicitor Thomas P. Stoney, Capt, J >hn A. Hertz, . C. B. The constitution now provides that tile general assembly shall not delegate to municipalities the power of licensing the manufacture and sale of alcoholic beverages. The Fromberg resolution seeks to repeal this provision and amend article S, section 1 1, so as to permi1 J cities of 40,000 population or more to I license the sale of light wines and beers, under such restrictions as the general assembly may see fit to irn- j pose. The rseolution must pass both 1 houses with a two-thirds majority! and be referred to the people in the! general election of 1918. Mr. Fromberg told the committer of conditions in Charleston and said that his resolution was a temperance and compromise measure. He sai< it would bring "satisfaction, relief and revneue" to the people of Charleston. He said that when prohibition was voted in 1915 the people'of Charleston voted 10 to 1 against it \et, he argued, the people of Charleston have submitted to a law whicl did not suit them nor their conditions. He told of Charleston's metro politan population, being a seaport town, and with many transients which he said made it difficult to enforce a strict prohibition law. Mi. ' Fromberg said that the governor in his annual message favored the theory of the use of light wines and ; beers.
