the price controversy between the

here showed some improvement
today. John J. Dillon, the State com
missioncr of foods and markets, offered
to waive a recognition of the
dairymen's league and permit the

with the farmers. Mr. Dillon
insisted, however that the distributors
pay the price demanded by the
fanners?4.67 cents a quart for milk
containing 3.5 per cent of butter fat.
The concession offered by Mr. Dillon
was obtained through the mediation
of Mayor Mitchel. Heretofore
the farmers have insisted that purchases
be made only through the
agency of Mr. Dillon as representative
of their league. The Mayor submitted
this proposition to the three
big distributing companies today.
Some of the officials of these companies
said it would be a violation of
the anti-trust law to make a price
agreement such as proposed, and
w< uhi he a restraint of competition.
The district attorney declared that
the distributors need not fear the application
of tiie anti-trust law in this
case.

Meanwhile the city is receiving
only about one-half its normal supply
and the shortage is approaching '
a famine stage. Milk dealers assert- 1
ed today that they would he able to
increase their distribution by receipt '
of milk from other than the usual 1

Farmers in all the dairy sections
of New York State and Northern
New Jersey continued to turn their 1
milk Into butter or cheese, or to
dump alongside the roads milk that
dairymen attempted to take to sta- ,
ions for delivery in this city.

District cannot be very enthusiastic

King Constantine has accepted the

The Roumanian forces which

Turtukai have withdrawn hastily.
Little is known in official circles
as to what policy Lieut. Gen. Terauchi,
Japan's n<;w premier will adopt.
Russian troops are continuing their
offensive against the forces of the
central powers and their allies in the
Roumanian province of Dobrudja.
With rain still keeping the operations
of the entente allies and Germans
on the Western front in France
confined mainly to artillery duels, interest
in the world war has been
transferred to the Russian, Roumanian
and Macedonian fronts, on a'l of
which heavy fighting is in progress.

The Cunard steamer Franconia,
employed for transport duty, was
sunk in the Mediterranean by an
enemy submarine.
No new steps to end the European
war have been taken by the United
states and so far as officials can
foresee, none is likely to be taken in
the near future, according to an authoritative
statement of the government's

Bids for the four giant battle cruisers
to be laid down next year, will

HARNDEN AND HIS CAR
How the Great Express Business of
This Country Originated.
The express business is a peculiarly
Ajnerican institution. It started in
1889, when William F. Harnden, a
Boston Yankee, published an advertisement
in the New York and Boston
newspapers announcing a new venture.
Hamden had been a railway
conductor, but his health was not
good, and he began cudgeling his
brains to devise some plan for making
more money with less work. He hit
upon the idea of carrying parecls between
New York and Boston. As a
railroad man he could ride free on the
train between those cities.
The newspaper advertisement,
which was the foundation of a business
which made great fortunes for
n any people, ran as follows:
"William F. Harnden has made arrangements
with the Providence railroad
and the New York Boat company
to run a car through from Bostop
to New York, and vice versa, four
times a week, lie wilj accompany
the car himself, take care of the
small packages that may be intrusted
to his care and see them safely delivered/'
Harnden gave his office addresses
as 1 Wall Street, New York, and 9
Court street, Boston.
Harnden's "car" was purely a
flight of the immagination, but it
was prophetic of what was to come
when express cars were to be operated
on all the railroads of North
America. A valise was quite large
enough to hold all the parcels intrusted
to Harnden's care on his early
trips . Harnden lost $000 in his venture
in the first six months.
Then, thanks to persistent newspaper
advertising, the tide turned. Harn
den made himself useful to the New
York and Boston newspapers by delivering
to them the latest news, in
advance of the mails. He was thus
not only "the original expressman,"
but a hews bureau in embro.?New
