"While the Inspector Is working hard, ably and honestly It Is exceedingly difficult to get a law enforced, if prosecution is required, because loeal magis- j trates are usually reluctant to enforce it and local juries to uphold It. Some years ago we were prosecuting in Chicago a certain sweater who had em- i ployed sixteen girls illegally. A dozen witnesses were subpoenaed, and the.v J all swore cheerfully that the law had i been kept, although they knew that they had been working illegally that da v. "The justice thought it a merry jest that we could not get warrants against those perjured witnesses. lie said. 'If I were going to choke my oflice up with perjury suits against witnesses in minor cases we would not get any ; business done.' so those perjured wit- j nesses went soot free." As n further illustration Mrs. Kelley spoke of the dilliculty the New York State Department of Labor has experl-' enoed in the past two years in prose-1 cuting canners. The trouble was not with perjured witnesses there, but with ' local juries. The local Juries would not convict because most of them were farmers who sell their goods to the canneries and had no idea of participating in the punishment of their customers. "That condition is so wide-' spread throughout New York. New Jersey, Maryland and Delaware." said Mrs. Kelley, "that there is no present hope of enforcing the child labor law In the canneries of those states with local Jurors in local courts. "I do not share the millennial belief that we shall in any near future have our laws obeyed by the agreement of employers and employees in industries in which the employees are unorganiz ed. Laws are obeyed only where there are powerful organizations of workers to compel obedience. But where there is a body of helpless aliens, as in most ! sweated industries, or in remote villages far from the searchlight it will take a great deal of evidence to convince me- that all employers will vol- ! untarily obey the child labor law. Our immediate need is the passage of a J federal child labor law to enable the! federal government to enforce tin | law." A federal law would not only pro tect people outside of North Carolina from reeeivinp poods manufactured by children in North Carolina, but it would protect people in that state from havinp to buy tenement poods from New York.?Owen It. Smith, after binding up the business of the court of General Sessions here last Wednesday, left by automobile with Hen. G. J. Holliday on his way to take the evening train at Marion, by way of Galivants Ferry. In the car were . also H. S. McCandlish, Esqr., and solicitor L. M. Gasquc. It is very probable that Major Youngberg will meet Mr Ragsdale in Georgetown as soon as Major Youngberg returns from a trip of inspection he is now making in North Carolina. Major Youngberg has asked for an increased appropriation to be issued for work, and for the relief of flood sufferers in this district, and work that ha? been stopped will soon be ; began again.
