STUDY EFFECTS OF
MINING DECREES
Commission Also Advises With
Gen. Bliss on Border
Situation
WILL INVESTIGATE
TAX REGULATIONS
American Members Will Submit
a Proposed Border
Protocol First.
New London, Conn.?American
members of the international commission
meeting with Mexican conferees
in investigating the cause and effect
of Mexican mining decrees, and in ad
vising- with Major General Bliss as to
the stiuation on the border.
There is little prospect that the
joint commission will return to the
formulation of a border protocol until
the American members have reached
a tentative agreement among themslves
as to the wisest course to pursue.
They wili then present their
ideas to their Mexican associates.
It was dedicated today that questions
of real estate and other taxes in
Mexico as they effect American property-holders
will he looked into when
the joint commission completes its
examination of the mining- taxes.
In tlic case of land taxes under Car
ranza decrees, a punitive damage is
asserted against lands lying idle
which Amoricnn infpvPQt?a Vmvro t>nni_
plained to the State Department
amounted to confiscation of their
holdings. As in the case of mining
taxes, Carranza officials have asserted
that their purpose was to foster
small operators and to compel the
abandonment of large land holdings
for speculative purposes only.
