take pleasure in acknowledging your

the subject of the readiness of your!
troops to go to t he border, and their j
great desire to see service there. In
reply thereto, I want to express ap- j
preeiation of the spirit animating the j
South Carolina troops, together with
the hope that their desire and your
own may be speedily realized. On a
recommendation from Gen. Funston,
commanding the Southern department,
and in order to relieve that department
as far as possible of the ;
work of completing the equipment of ,
tlie troops of the several States, or
tiers were issued July 15, 1916, to department
commanders, by whom the
movement of troops to the border is
regulated, to hold all organizations 1
until they are completely equipped 1
and ready in every respect to move. 1
I take it, then, that as soon as your i
State troops are completely ready, 1
both as to strength and equipment, 1
the commanding general of the East- 1
em department, who will be notified J
by the mustering officer on duty in j.

Fresh Air Effects.
Port Royal, S. C., July 31.?Plain,
wholesome food, fresh air and regular
hours caused the recruits of the
Ninth Drill Company of the United
States Marine Corps, in training at
the recruit depot here, to cain almost
seven pounds per man in weight, after
fourteen weeks of instruction.
This company of fifty-six men weigh
ed, upon enlistment, 8,076 pounds
and at the end of fourteen weeks
training it increased to 8,467 pounds;
a gain of .391 pounds.
This same company had a chest capacity,
upon enlistment, of 11,909
cubic inches, and, after fourteen
weeks, had increased it to 13,295
cubic inches; a gain of 1,386 cubic
inches.
The physical gain of this company
was 38 per cent.
