"The presence of flies in any large
number in a city is a mark of bad municipal
and domestic housekeeping,"
said Dr. W. T. Howard, Jr., assistant
commissioner of health, in a bulletin
recently issued, says The Baltimore
Sun. Flies are not only irritating
pests, but are often responsible for
spreading diseases," he added.
At the suggestion of Mayor Preston
the health department is to issue
weekly a bulletin dealing with health
conditions in the city and point out
how they may be improved by the observance
by householders an dcitizens
generally of a few simple rules.
The bulletin was devoted to flies.
"Ir. this latitude in the summer and
autumn," says Dr Howard, "flies are
peculiarly dangerous as spreaders of
typhoid fever and other diarrhoeal
diseases especially the summer com
plaint of infants.
"While there are many species of
flies, the most common?and threfore
the most dangerous to us?are the
stable fly and the housefly. Protection
against flies is accomplished in several
ways. The most effective wa>
to prevent their breeding, and this is
accomplished by brei king up their
breeding places. Access of flies to
manure, garbage and other organic
waste is best prevented by screening
and other forms of covering. This .
is accomplished by putting all gar-'
Taage and other organic house waste j
in metal containers with securely fitting
metal covers, by screening and;
cleaning stables, putting manure in
covered and scaled manure pits, and
by abolishing all avoidable drop privies
and manure wells, and carefully (
screening all those the use of which
for practical reasons can not be given.
Destroy Waste Matter.
"To prevent the breeding of flies in
organic waste to which flies have al
ready had access it is necessary to destroy
the material in which they
breed or to treat it in some manner
that will effectively destroy the eggs
or the larvae.
"The city removes garbage and disposes
of it in an effective manner
when it is received in the proper way.
holders are especially warned to put
garbage in garbage cans and not in
ash cans or in waste paper and in refuse
heaps. The garbage removed as
garbage by the street cleaning depart
ment is effectively destroyed. The
ashes are in large part deposited in
special dumping places, which are, as
a rule, ravines or cuts which are unsightly
and breeding places for mosquitoes
and the filling of which improves
the appearance and the sanitation
of the city.
"When householders place garbage
in ashes they not only break the lftWj

sweet. If possible keep garbage
can out of the sun.
Wants Stables Screened.
"Stables should be kept screened
They must be frequently cleaned and
the manure placed in water-tight and
securely covered pits. These must be
emptied at least twice a week. The
bottom and sides of the pit and the
manure should be sprinkled with borax.
The stable floor should be
smooth and free from cracks and
dirty floors and any cracks in wood
or cement floors frequently duste i
with powdered borax. It is unlawful
to have manure piles in and about the
stable.
"All privies and cess pools not connected
with the city's sewers should
be protected against the entrance of
flies and all drop privies must be
cleaned at proper intervals and frequently
sprinkled with lime or powder
ed borax.
Keep Flies Out of Houses.
"The second step for fly protection
is to keep flies out of dwellings and
other houses. This is accomplished
by stopping up or by screening with
wire or with cheese cloth all openings
through which flies may gain access.
This troublesome and relatively expensive
precaution would be unnecessary
if the breeding of flies were effectively
prevented.
"When flies get into the house it is
of importance to keep them away
from children form sick persons and
from foods. Flies should be kept
away from all foods, but particularly
from those which are eaten raw.
While the food for all ages should be
protected against flies, special precautions
should be taken with the
food, bottles and table utensils and so
on of young children."

NEW FIGHTING EQUIPMENT.
Washingotn, June 39.?Armored
automoblbs cradled on the decks of
warships, in sea-going rafts, for use
of detachments of the United States
Marine Corps in shore operations,
may soon be added to the regular
equipment of naval vessels.
Experiments at the Boston navy
yard a few days ago demonstrated
that these indispensable cars can hestored
aboard by means of electric
cranes on war vessels, in a very few
moments, and that the deck space
they occupy is very little.
United States Marines found great
need for armored cars in their recent
operations in Mexico, Hayti, and San
to Domingo, but the cars they used
had to be shipped to them by regular
naval transports.

WILL DESTROY SHARKS
Volunteer Party Now Forming to Rid
New Jersey Coast.
New York, July?A Volunteer party
of expert shark hunters, led by
Sergeant William Dubey, United
States Marine Corps, retired, is forming
in Brooklyn for the purpose of
ridding the Jersey coast of the vicious
sea tigers that have taken the
lives of four persons in the last two
weeks.
Many members of the party forming
are ex-marines with records for
shark killing t'nat stretch from Subig
bay to San Pedro de Macoris. Sergeant
Dubey himself has killed many
of the leviathans of the deep.
The Brooklyn volunteers will use
hook and line and salt pork bait.

J. W. Messervey of Charleston
must spend 20 years in the State
penitentiary on the charge of killing
J. D. Altman.

heard of the length and tenacity
of an elephant's memory, and remembering
trick he had played on one
years before, Private Don O. Davis of
the United States Marine Corps, begged
to be excused from participating
in the elephant maneuvers recently
held by Marines on the exposition
grounds in this city.
"I remember when a kid, of slipping
a fine large 'chaw' of plug tobacco
into the throttle of a pachyderm
that strangely resembles that big fellow
over there," he told the command
ing officer.
But Marines never flinch?no matter
what the danger?and Davis was
ordered to take his place by the side
of the elephant he feared.

opened a new offensive at dawn tolay
and after hours of jieavy fightng

two colonels and other superior
officers. According to press
correspondents at the front, fighting
was continuing hotly late today.
Surpasses Attack of July 1.
Appropriately, on the day of the
French national fete, whim every
Londoner wore in his buttonhole a.
tricolor ribbon in honor of the Allies,
came the stirring news of the successful
British attack on the German
second line.
The Associated Tress correspondent
at the front describes the attack
as surpassing that of July 1, as a
great spectacle and thrilling display
of artillery power. Characteristic of
the fighting throughout tho hurtle of
Lhe Somme, the Germans appeared
to be unable to bring up sufficient reserves
to make successful counter attacks.
A second point, which is emphasized
by fighting at close quarters,
the Germans surrendered freely.
Dispatches from Sir Douglas Haig
and from the press correspondents

of the heaviest character. At one
time the Germans by a furious counter
attack, succeeding in driving the
British out of Bazentin La Petit.
They were immediately driven out
again by a British infantry attack
and the village remained firmly in
British possession.
Bitter fighting was proceeding h>

ridge occupied by the British during

front continues in the Caucasus
