WARREN OF WYOMING.
"Senator Warren has, with impunity,
violated Federal laws for the violation
of which others have been
driven from the Senate and to Federal
prisons. One of his favorite
habits is to make use of public funds
for his privat/ benefit; and yet he
largely controls today (1912) the
purse-strings of our National Government.
His son, Fred E. Warren,
from August 9, 1900 to Jan. 81,
1008, drew a salary of $1,000 a
year as a Senate folder, and
from Jan. 81, 1908, to Jan. 9, 1906.
h> drew a salary as assistant clerk
oi the Senate Committee 011 Claims
of which Senator Warren was then
chairman, during which periods the
son was attending Harvard University,
some five thousand miles from
Washington. Senator Warren's
brother-in-law, Charles H. Smith,
drew another salary of $2,000 a year
as clerk of the same committee from
February 1, 1900 to December 12.
1902, during which time Smith was
continuously residing in Wyoming
attending to Warren's business, as
manager of The Warren Mercantile
Company. Hiram Sapp drew down
$1,440 a year as clerk of the same
committee, from July 1, 1900 to July
1, 1902, while he was managing the

the dome of the National Capitol except
in photographs. There were
other counterfeit clerks credited to
Warren on the Government pay-rolls.
Some of these quit Warren's service
and the service of the Government in
ilibgust for Warren is alleged to have
drawn the pay, and to have only asked
his relatives and employees that
they share in the risk. Two years
ifter Warren's business manager,
Hiram Sap]), had been dropped from
die Government pay roll. Sapp was
still unaware of his discharge. For
rears Warren thus smote the rock of
he Treasury, while abundant
streams of private revenue gushed
forth. There is an exact account
if nearly $20,000 thus paid to him

carried on Ragsdale's law practice.
After two years Whiting retired)
and James A. Pet-tigrew, cashier c!
the Farmers & Mechanics Bank of
Florence, owned and managed by
Ragsdale, was appointed to fill the
vacancy, as appears by the official
I directory of the .House of Representatives.
Since Mr. Pettigrew's appointment
he has never ceased to
perform in Florence the duties of
cashier and has never performed any
services as clerk to Mr. Ragsdale in
Washington. But Ragsdale still

The law, which appropriates the
money to pay for this clerk hire requires
that all clerks shall he placed
on the roll of employees of the House
and allows salary ONLY for those
s>) enrolled. Whiting and Pettigrew
were the only clerks placed on this
roll by Ragsdule.
Ragsdale, during the latter part of
May, 1915, secured the appointment
of James H. Penny, of Polrence, S.
C., to a Government clerkship in
Washington for 30 days only. One ,
month later Ragsdale sent to Petti- 1
grew, in Florence, a check drawn on
the Treasurer of the United States,
payable to Penny for $100. This (
check, marked paid, is on file in the \
oflice of South Trimble, Clerk of the 1
House in Washington. It was endors- 1
ed by Penny over to Ragsdale's bank
at Ragsdale's direction.
Penny didn't get a cent of the $100.
On the contrary $30 of it was returned
to Clerk Trimble to nav somehoHv
in Washington for doing the work ]
and the balance, $70, was applied by
Rugsdale's Hank, at Ragsdale's direction,
as a credit on Penny's personal
note. (
Ragsdale has thus smitten the rock |
of the treasury to the tune of some- ,
thing over $5,000 inside of four
years.
