The juestion as formulated today reads: "Are you prepared to withdraw 'rom the service of your railroad in he absence of a settlement agreeable ,o the committee and your representatives?" Immediately upon the termination >f the conference of the railroad nanagers and the union men, resultng from their failure to agree* the in ion officials began to draw up a itatement of the situation which will )e sent to the railway employees together with the ballot. The canvass will consume at least hree weeks, the leaders agreed, and )efore August 1 the result will be cnown. If the men vote for a general strike, the leaders will return here md again present the demands of the nen to the railroads in an effort to ?ain their demands in full or a compromise offer without the necessity of jutting the srike actually into effect. Elimination of the "double com sensation rules," the railroad men ontend, would not only impair but imit their earning power. It would .vipe out wage increases that the men u?ve fought and gained during the ast 25 years from individual rail*oads and systems, they assert. The nonthly remuneration of certain engineers would be reduced by $7i), they claim, while certain firemen vould suffer cuts averaging $30 to ?40 per month. Whereas under the present rules the men state, an engineer or brakeman, for example, now receives pay for two full days for performing a duty other than that prescribed in his class of work within one working day of 10 hours, under the railroads' tentative compromise offer he would receive pay for only one day and eight hours and the new overtime rate for overtime, no matter what the varie lies ot duties assigned mm. uver 400,000 men are affected.
